The Situation

The Metro Manila water supply system -- the Maynilad and Manila Water duopoly that serves the west and east zones of Metro Manila respectively, drawing primarily from the Angat Dam reservoir system -- is in 2025 the system that the specific combination of population growth, the ageing infrastructure, and the climate variability that affects Angat Dam inflows has produced. The system is functional. It is not resilient.

The Vulnerability

The Angat Dam dependence concentrates the Metro Manila water supply risk in a single reservoir whose inflow depends on the rainfall in the Bulacan watershed. The El Nino events that reduce Angat inflows produce the specific water supply stress that the system single-source concentration cannot buffer adequately. The alternative source development -- the Kaliwa Dam project, the Laiban Dam project -- have been in planning and development for decades.
