In original question Chingiz G'affrov decided to challenge my opinion for /person pages.
Static and essential content. The page isn't changed regularly, so it need IV. Not a category page.
Okay, first check that it is "static"

So, what happens if we will check cached version in google?


It did not feels static yet
Second check - "essential content"
What happens if we will try to find this page on this site? We will see only one page, but it's link does not move us to "/person" page


It moves us to the original page at the https://metagazeta.ru/authority/kongress-ssha-ishhet-bogatstva-putina/. Feel that it is essential and also supported by template
Third check - "The page isn't changed regularly"
No problem, I think that more public person than Deripaska can help me... or less public. We will try to count how many times this page changes. Check Medvedev for example and scroll down.

Feels like it changed 9 times at December 2018. And more that 18 times at all.
So and what about Putin - there are more than 5 pages with article links

Now I actually feel that this pages can be changed time to time depending on events of target person. And also in /opinion section Oleg Shein has more than one opinion.
Last check - "Not a category page"
What happens if we will open original article again... or not original. We will see next block

Feels like it is written there "Category" and Deripaska's link bring us to our issue page
As conclusion
My opinion remains the same - this is category page
That Page has links as category, it has similar structure as category, except for person info block and opened last article.
Also I think the same for /opinion and /tags block
