Registration Details Pennsylvania State Police Megan's Law Section 42 Pa. C.S. § 9799.32 (1) and § 9799.67 (1) authorizes the Pennsylvania State Police to create and maintain a state registry of sexual offenders, Sexually Violent Deviate Children, and Sexually Violent Predators.
Megans Law Megan's Law is named after seven-year-old Megan Kanka, a New Jersey girl who was raped and killed by a known registered sex offender who had moved across the street from the family without their knowledge. In the wake of the tragedy, the Kankas sought to have local communities warned about sex offenders in the area.
That changed with Megan's Law. Megan's Law required law enforcement agencies to release information about registered sex offenders that law enforcement deems relevant to protecting the public.

A registered Tier 2 sex offender previously sought by West Mahanoy Township Police has been taken into custody, according to court records. Michael Blanco Jr. was arrested on Wednesday, January 14, 2026, in connection with a Megan's Law violation stemming from his alleged failure to verify his address as required under Pennsylvania law.
