STUART, Fla. - We've blurred the images, because, in essence, the secretly captured surveillance video is pornography.
The recordings show men and Asian massage therapists having sex on massage tables and receiving graphic sex acts inside a South Florida massage parlor. The videos were captured without their consent or knowledge.
Sometimes the women are clothed. Sometimes towels strategically cover men lying across tables. Sometimes, the cameras, which are hidden inside ceiling tiles, capture men and women engaging in full intercourse.
Each time, the men pay for the sex acts. As a result of the recording, numerous people were charged with prostitution and the spa was shut down.
Sources tell Contact 5 the surveillance video is a few years old, and is not tied to any active cases in South Florida. The video however, illustrates what detectives might witness while executing a "sneak-and-peek" warrant, a legal record which gives investigators permission to install hidden cameras if they meet certain guidelines.
It is the same type of warrant recently used by law enforcement agencies in Palm Beach County and the Treasure Coast to capture more than 300 ‘johns’ on camera, allegedly receiving sex acts inside local massage parlors.
“I think people should be concerned about their privacy, and I think that law enforcement should take every step and every measure possible to ensure a person’s personal privacy is respected. We would only do a video surveillance like this under the most extraordinary circumstances,” Martin County Sheriff William Snyder told Contact 5’s Merris Badcock during a recent one-on-one interview.
Snyder told Contact 5 this was the first time anyone in his agency had executed a sneak-and-peek warrant. Recently unsealed sneak-and-peek warrants filed in Martin County show detectives hope to use the cameras to captures signs of prostitution and racketeering inside the massage parlors.
“There were no covert break-ins by law enforcement to place those cameras. It was all done by a ruse,” said Snyder, who confirmed his deputies posed as repairmen to get inside the spas.
Other agencies quickly followed Martin County’s lead. In total, five agencies participated in the massage parlor bust, each one responsible for spas in their jurisdictions. According to police, cameras were planted in five of the eight spas investigated.
“The warrant, allowing us to go in and put those video cameras where we could get an eyeball view of what was going on, has opened this whole thing up,” said Snyder. “We know we have uncovered a transnational, international racketeering enterprise right here in Martin County.”
To get permission for a "sneak and peek," detectives must try all other investigative methods first.
According to the recently unsealed sneak-and-peek warrants in Martin County, "video surveillance [was] the only option" to further the investigation.
Contact 5 dug found, here in Florida, 295 sneak and peak warrants were granted from October 2016 to September 2017, according to the Administrative Office of the United States Courts.
Nationally, in the same time period, that number grows to more than 14,000. However, the data shows only three percent of all granted sneak-and-peek warrants were for sex crimes, compared to the 73 percent of sneak-and-peek warrants granted for drug offenses.
“After 9/11, we started to see a more expanded role [in sneak-and-peek warrants], and the purpose was essentially, to go after terrorists,” said Gregory Salnick, a criminal defense attorney in West Palm Beach. “Now we're seeing that [purpose] bleed into other areas of the law for law enforcement to use.”
“Without the video surveillance, without the clear picture that we now have of the operation…we would not have been able to charge racketeering. We would not have been able to charge money laundering. And we certainly wouldn't have been able to identify 100 men that were availing themselves of these trafficked women,” said Snyder.
So far, none of the agencies have released video tied to the recent prostitution sweep, and only one agency, Vero Beach Police Department, was able to charge someone with human trafficking by way of racketeering.

VERO BEACH, Fla. – Hundreds of photos and surveillance videos, thousands of pages of police paperwork, and numerous recorded interviews round out some of the most valuable evidence gathered in human-trafficking investigation out of Indian River County.
On Thursday, the State Attorney’s Office made the evidence public, showing for the first time just how in-depth detectives went in the months-long investigation that made national headlines.

The multi-agency sting involved the Vero Beach Police Dept., Indian River County Sheriff’s Office and Sebastian Police Dept.
The Dept. of Homeland Security also assisted local law enforcement, with a special agent pulling phone records, bank records, and even Sunpass Florida records as part of the investigation, according to the evidence released Thursday. The Orange County Sheriff's Office, Orlando Metropolitan Bureau of Investigation, and the 19th Judicial Circuit State Attorney's Office participated in the investigation as well.
Collaboration between the agencies resulted in the arrests of more than 200 people across the county, and allowed Vero Beach Police to bring about the only human trafficking related charge against a suspect.
“I have to be honest. Some of the images were very disheartening,” Vero Beach Police Chief David Currey told Contact 5 shortly after the evidence was released. “[It] could make you sick to your stomach.”
#UPDATE : Never-before-seen evidence released in multi-agency, massage parlor bust out of Indian River Co. It appears still shots of cameras hidden in ceiling tiles are included, but not the full-length videos. https://t.co/VDpH0YE8Ck @WPTV @WPTVContact5 @PhotogEricP @ejaltmann pic.twitter.com/O1vORo368y
While the evidence may be new to the public, Currey knew months ago just what his detectives had.
“I said, ‘If we are going to do this, we are going to see this through,’” said Currey. “’We are going to be patient. We are going to be committed.’ You don’t put a timeline on something like that.”
Contact 5 Investigators spent the afternoon reviewing the never-before- seen evidence, which includes thousands of pages of documents, surveillance and undercover videos, bank records, and a look at the "sneak-and-peek" search warrants which allowed law enforcement officials to place hidden cameras inside a spa during their investigation.
The newly released evidence also reveals police interviews with several suspects, including Lanyun Ma, the only person charged with human trafficking by way of racketeering in the case.
Watch the police interview with Ma in the video player below:
Video from inside a local Wal-Mart shows Ma buying condoms around 8:00 in the morning for a woman standing next to her. According to a search warrant, "no women were observed leaving the business on their own."
Ma was previously charged with human trafficking in a small Massachusetts town a few years ago.
Records show law enforcement in Massachusetts began investigating a "massage parlor offering sexual conduct for a fee" in December 2011. Ma was one of two suspects identified as "responsible for running the day to day operations" of the spa.
The investigation lasted several months and culminated in Ma's arrest on Aug. 9, 2012. However, prosecutors there allowed her to plead the charge down to a lesser crime.
Contact 5 also reviewed photos that were taken by law enforcement from inside East Spa in Vero Beach, providing a glimpse inside the now-shuttered massage parlor. The pictures show cash, credit cards, massage rooms and a room with two beds among the over 200 photos released in discovery.
Photos of a notebook include a reference to RubMaps.com and what appears to be login information for an escort-based website.
The discovery batch released today also includes the sneak-and-peek warrant that allowed law enforcement officials to install hidden cameras as part of the investigation.
The warrant, filed by the Indian River County Sheriff's Office reveals that the East Sea Spa in Sebastian had a phone number listed on advertisements found on websites that were all "dedicated to sexually oriented businesses and information, not quality massage therapy."
Following the installation of the cameras, law enforcement "observed over 35 sexual acts performed at East Sea Spa" according to the warrant.
One key piece of evidence that was not released is video inside the massage rooms during the execution of the "sneak and peek warrant."
The State Attorney's Office confirmed these videos are still in the custody of law enforcement.
