If we assume that both are Mythic then it's 13.6% Critical Rate VS 1482 Magic Defense Penetration, which is better in your opinion & explain your reasoning for choosing one over the other plz :)
Tldr: If you're deciding between a crit build or a def pen build, then the question is asking wrong. If that's not what you're asking, we need to know what other stats you have on the weapons and probably what gear path as well. (Assuming Int and crit damage are your other two stats, you want crit rate)
Assuming you're asking about def pen vs crit builds:
So, to start, there's no quick answer. Though it needs to be noted that generally speaking you want to be crit build (crit damage and crit rate) or defense penetration build (def pen and crit rate). So the choice ends up being not between crit rate and def pen, but crit damage and def pen. The idea being that with resilience being so high, you need a LOT of crit damage to not be reduced to the crit floor--if you're gonna be at the floor anyway, might as well build penetration and rate so you crit often, for the same amount you'd crit at with a moderate amount of crit damage while penetrating their defenses and hopefully reducing them to 0. That said if you're stacking crit damage high enough, you're no longer at the crit floor. You will want to specialize because if you try for both at once you'll fall flat in both at once.
There's a lot of factors that go into choosing one or the other. Do you prefer pve, pvp, or a mix of both? If pvp, what do those you'll be facing's gear look like? Crit ends up being better for pve while def pen ends up (generally) being better for pvp. I've also heard def pen is getting nerfs in Korea (though that might specifically be for melee def pen builds) so keep the future in mind too.
Assuming you are JUST asking what third stat to go for:
We need to know what stats you have on them already and what gear path you're on (hiram vs erenor). Personally I'm familiar with Hiram and haven't looked at synthesis choices on Erenor gear.
Assuming the other two stats you have are Int and Crit Damge the third stat you want is definitely Crit Rate. Mixing Crit damage and def pen is very suboptimal, as suggested previously.
Wanted to add that the crit rate given from 2k of a stat is going down from 54.8% to 39.5% and the crit damage cap is increasing to 350%. Could argue that it makes pen better for pvp due to higher non-crits, but I don't think it will matter much due to the crit damage cap rising.
Only pen changes I have seen were puncture changing to 1k for 1h/dw and staying 3k for 2h. And Shield Defense Penetration stats are all removed and Shield Defense Penetration rate will be a flat 50% chance across the entire game.
