Macau's government is said to have set minimum total slot and game table revenue requirements, hoping to better guarantee annual tax revenues as part of a new casino concession permit bill.


The move, detailed by former Portuguese residential chief executive Hoiat-Seng, will limit the city's licensed casinos to a maximum combined limit of 12,000 slots and 6,000 gaming tables from the first day of January, according to a Friday report by Inside Asian Gaming. The source explained that all of these units would then have to generate annual revenues of around $37,100 and $866,000 respectively, or risk having to pay a "special premium" equivalent to the difference between the recorded and mandated amounts.

Macau is home to nearly 40 casinos operated by SJM Holdings Limited, Galaxy Entertainment Group Limited, Melco Resorts and Entertainment Limited, MGM China Holdings Limited, Sands China Limited and Win Macau Limited. Each of these companies is reportedly expected to participate in the upcoming re-bidding campaign under the terms of the recently ratified legislation, with the hope that the existing concessions will be extended for another 10 years until January 2033.

Inside Asian Gaming reports that the overall tax rate for many casinos in Macau is not expected to change to maintain the system of continuing facilities affected by a 35% gross gaming revenue, with fewer tariffs on all live dealer tables, consoles and VIP rooms they operate. However, the new legislation was passed amid the coronavirus-induced economic downturn, which reportedly prompted the government to fill its finances and include measures to encourage concessionaries to "make good use of approved consoles and game consoles."
