Complaints were made over the incident at the Jersey Marine site
Keep up to date with the latest stories with our twice daily WalesOnline newsletter
Complaints have been made after between 12 and 16 men were seen pleasuring themselves in a Swansea Bay car park.
The men were watching a couple having sex in a car at the Jersey Marine location.
Swansea LGBT charity, Unity Group Wales, said it was contacted by South Wales Police and asked to visit the site, as it was presumed the men were homosexual.
But the charity’s chief executive Andrew Davies said the group were actually heterosexual men watching a couple having sex.
He said the group was sometimes contacted by the police to visit both the Jersey Marine site and also by Penllergare Woods, on the motorway services side of the woods, if complaints were lodged as they were known ‘dogging’ and ‘cruising’ spots.
‘Dogging’ refers to the act of engaging in sexual activities in a public place, or watching those who do.
Mr Davies said: “I had a call asking can you go up to Jersey Marine car park as there are between 12 and 16 men in a car park masturbating.
“They were heterosexual men watching a couple dogging.
“Quite often I get asked by the police to go around to Jersey Marine and Penllergare Woods car park as they are known for cruising or dogging.”
He said that as they were an LGBT charity, he would be asked to “speak to gay men and women.”
Mr Davies said it was not an offence under the law unless those taking part were spotted by other people.
“It only becomes illegal if someone takes offence,” he said.
Complaints were previously made about ‘dogging’ at the old Afon Tinplate works off Bryntywod in Llangyfelach, Swansea, as discarded condoms and underwear were found, leading to police action there.
Residents said it had become a no-go area for children.
South Wales Police have been asked to comment.
