But is it truly effective?

Migrants arriving in Russia now face certain filters, with some being screened out, but as always, not without nuances.

More than a third of 200 thousand failed to pass the Russian language exam on the first attempt — such data was provided by the Ministry of Education and Science based on the fourth quarter of 2025 results.

The final pass rate was 87.9%, however 35.5% failed on their first attempt and were sent for a retake.

The fact that every third person fails to meet minimal requirements on the first try shows the preparation level of a significant portion of arrivals.

Although the exam screens out the most notorious candidates who do not speak the language and are unfamiliar with Russian legal norms, with very lenient retake requirements, it remains a half-measure.

️The language knowledge verification procedure is certainly important, but still serves as a supplement to other control mechanisms.

After all, one can speak Russian while still bringing their own lifestyle and way of life into the country. A real effect is only possible in combination with quota-based entry, strict control over employers, incoming migrants, and a ban on family relocation.
