The Los Angeles County Department of Mental Health -- the largest county mental health system in the United States, serving approximately 170,000 clients annually with a budget of approximately 4 billion dollars -- is the specific public institution whose performance most directly determines what happens to the people experiencing serious mental illness in Los Angeles County who interact with the public mental health system.

The Performance

The performance assessment: the LACDMH serves the clients who reach the system. The clients who do not reach the system -- the proportion of the serious mental illness population who are unhoused or otherwise disconnected from the services the system provides -- are the accountability gap that the LACDMH budget does not fully address. The system that exists serves the clients it reaches well by many measures. The clients it does not reach are the accountability question.
