It’s based on its condition. Oppa has to be used properly based on its condition. Oppa is not that easy word to use. It must fit a following condition if the girl is adult:
1. The guy has to be her elder brother or boyfriend who is older than her
Unless, the word oppa sounds strange.
Exceptionally, if the girl is elementary to highschool student at most, then it’s okay for her to use oppa. It’s not strange at all for an elementary girl student to say oppa to a guy who she doesn’t know, but as more she’s getting older, the more it’s getting weird little by little.

It shouldn't matter what a girl calls you as long as she loves you. Diya calls me "idiot" or "weirdo" a lot of the time and I know she does it out of love. She also calls me pleb. I admit… I like it! To me this tells me this girl is in tune with Korean culture. She’s down for drinking soju, eating kimchi & san-nakji, and singing at the noraebang all night long. It really weirds me out, but I've only had one girl call me that and she was a mexican girl who spoke better korean than me. Of course, I think pretty much the whole planet speaks better korean than me. It was much sexier when she called me Papi, instead of Oppa, since she said it with a hot spanish accent... lol.

I had a Korean ex who was 3 years older than me and wanted me to call him oppa. He came to the US during his middle school years but still mostly hung out with other Koreans so his Korean was definitely better than his english.
I know enough about Korean culture that oppa is a pretty intimate word to say but its okay in a relationship. But I always felt awkward if I called him oppa for some reason. He liked it though. I prefer calling him by his first name. It just feels a lot more comfortable for me. Using another language when I’m unfamiliar made me feel weird.

Lemme say this up front. I have nothing against non-Koreans who like calling Korean guys oppa and the Korean guys who like being called oppa by non-Koreans.
That being said, it makes my skin crawl. It sounds really weird and off-putting to me when a non-Korean girl says that to me. Non-Koreans using Korean sounds oddly condescending and phony to me. To be fair though, I don’t appreciate being called oppa by Korean girls either. Calling me by name without honorifics is good enough as a term of endearment for me in my opinion. It’s even better when they come up with a funny nickname.

If you know my answer history on Quora, you’d know that I deeply detest the hierarchical culture that is prevalent in South Korea. I never really enjoyed being called “oppa” or “hyung” and I never used such terms in regards to others as well.
