2024 South Korean martial law crisisOn 3 December 2024, at 22:27 Korea Standard Time (KST), Yoon Suk Yeol, the then–president of South Korea, declared martial law during a televised address. In his declaration, Yoon accused the Democratic Party (DPK), which has a majority in the National Assembly, of conducting "anti-state activities" and collaborating with "North Korean communists" to destroy the country, thereby creating a "legislative dictatorship". The order prohibited political activities, including gatherings of the National Assembly and local legislatures, and suspended the free press. Separately, Yoon reportedly ordered the arrest of various political opponents, including the leaders of the DPK and his own People Power Party. The event was widely characterized by news organizations, both international and domestic, and Korean politicians as an attempted self-coup. The declaration was opposed by both parties and resulted in protests. At 01:02 on 4 December, 190 legislators who had arrived at the National Assembly Proceeding Hall unanimously passed a motion to lift martial law, despite attempts by the Republic of Korea Army Special Warfare Command to prevent the vote. At 04:30, Yoon and his cabinet lifted martial law and soon disbanded the Martial Law Command. The opposition subsequently began impeachment proceedings against Yoon and said it would continue to do so if he did not resign. Uproar over the declaration has led to the resignation of several officials in Yoon's administration, including Defense Minister Kim Yong-hyun, who urged Yoon to enact martial law during a last-minute cabinet meeting shortly before the declaration and was second-in-command of the martial law order. Yoon, as well as other officials of his administration, and military officers were investigated for their role in the implementation of the decree. On 7 December, Yoon issued an apology for declaring martial law and said that he would not do it again. On 12 December, he stated that he would "fight to the end" and that the martial law declaration was an "act of governance" to protect against anti-state forces. It is more widely believed that the declaration was motivated by political issues with the DPK-controlled Assembly over repeated impeachment attempts against officials, opposition to his budget, and various scandals involving him and his wife Kim Keon-hee. Yoon was impeached on 14 December by the National Assembly and suspended from office pending a final ruling by the Constitutional Court on whether to confirm his removal from the presidency. Prime Minister Han Duck-soo served as acting president until he was also impeached on 27 December, making Finance Minister and Deputy Prime Minister Choi Sang-mok acting president. However, Han's impeachment was overturned by the Constitutional Court on 24 March 2025, reinstating him as acting president. Yoon was arrested on 15 January 2025. On 26 January, he was indicted for leading an insurrection, becoming the first sitting president to be arrested and indicted in South Korean history. On 4 April, the Constitutional Court unanimously upheld Yoon's impeachment and removal from office over the martial law declaration.

Kim Yong-hyun (general)Kim Yong-hyun (Korean: 김용현; born 25 June 1959) is a South Korean former three-star army lieutenant general and politician who served as the 49th Minister of National Defense from 6 September 2024 until his resignation on 5 December 2024. Kim previously served in the Republic of Korea Army and led the Joint Chiefs of Staff's Chief Directorate of Operations from 2015 until his retirement in 2017. He stepped out of retirement in 2022 to serve as the Chief of the Presidential Security Service from 11 May 2022 until his Minister of National Defense confirmation on 6 September 2024. During his political career, Kim was well known for his close personal ties with President Yoon Suk Yeol, as the two have known each other since high school. Kim graduated one year ahead of Yoon shortly before entering the military. Under Yoon's administration, Kim was involved in the presidential office’s relocation from the Blue House to the Yongsan District. The relocation led to Yoon living alongside other military generals. On 3 December 2024, Kim advised President Yoon to impose martial law during a last-minute cabinet meeting. Shortly after, Yoon declared martial law. Kim was appointed second-in-command of the martial law order by Yoon, and later ordered military personnel to enter the National Assembly and prevent lawmakers from gathering to vote down the declaration. However the attempt to do so failed as 190 lawmakers made it into the parliament and unanimously voted to lift the martial law only a few hours later. Two days later, an impeachment motion was filed against Kim for his role in the martial law order, resulting in him resigning from office. Following his resignation, Kim was arrested on 8 December on suspicion of leading an insurrection by advising President Yoon to declare martial law and sending troops into the National Assembly to seize the legislature. Two days later, before a warrant could be filed against him, Kim attempted suicide inside the bathroom of the detention facility he was held in. Kim faces either life imprisonment or the death penalty if found guilty.
