The name is a direct historical reference. Kheibar was a fortified Jewish settlement in the Arabian Peninsula conquered by the Prophet Muhammad in 628 AD. Iran's missile naming doctrine carries both psychological and military messaging.
The missile represents the upper tier of Iran's conventional precision-strike capability. A CEP of 3–20 meters at a range of 1,450 km approaches the accuracy normally associated with aircraft-delivered munitions, but delivered by a ballistic missile launched from Iranian territory.

What the CEP means
Circular Error Probable (CEP) measures the radius within which 50% of impacts are expected to land.
A CEP of 3–20 meters means the missile can be aimed at a specific structure from 1,450 km away and still reliably strike that structure.
Vulnerability
The combination of solid fuel and road-mobile TEL launchers makes pre-launch interdiction extremely difficult. At this level of accuracy, the primary defensive measures become hardening and dispersal of critical infrastructure, rather than relying solely on interception.
Combat use
The Kheibar Shekan is combat proven.
It was reportedly used during the June 2025 Iranian strike targeting Mossad headquarters in Tel Aviv, one of the most significant precision ballistic missile strikes attributed to Iran, aimed directly at the command center of Israeli intelligence.
The missile has also reportedly been used in strikes targeting Israeli oil refinery infrastructure. With a CEP in the 3–20 meter range, the system is designed to strike precisely what it is aimed at.
