It is the decision of women themselves, really, most of them simply do not want to, I believe. Some women do not want to be stared at their breasts, some women believe that hiding some of their body parts will maintain their attractiveness better, some of them are simply not satisfied with looks of their breasts.
From my point of view, I don’t really care if they walk around topless or not , in fact, in my country it is socially acceptable for women to hang around topless in the beach.
It is women's own preference to be topless or not in public. It is allowed usually.

You can in New Zealand. Its perfectly legal to be topless in public. It is not necessarily a crime to be completely nude, though it will depend on the circumstances.
