A cursory search says that it's Julie Kruis. It also pulled up results for Julia Kruis and Julie Kris. Unfortunately, I am unable to confirm if all these names belong to the woman in the your picture. Hopefully, this aids you in search.

I tracked down the German Penthouse, August of 1989. Sara Norton was the centerfold, and Julie was featured in one of the pictorials.
