Normally, Joint Secretary and Additional Secretary have no power of their own. Their job is to analyse and process an issue for which a file comes from below and make suitable recommendations and send it up to the next level as most of the decisions are taken by the Minister of the department concerned. Basically, they are supposed to help and advise the government in taking an appropriate decision.

Joint Secretary (often abbreviated as JS, GoI) is a post and a rank under the Central Staffing Scheme of the Government. Joint Secretary is the overall in-charge with the necessary measure of independent functioning and responsibility of the Wing of the Department allocated and entrusted to him. Joint Secretary in charge of Administration also exercises all Administrative powers as Head of the Department wing of the Ministry/Department.
Joint secretary responsibilities are different from the any other jobs. JS is responsible for assisting the implementation of the Federation's activities undertaken by the President during the year.
Joint Secretary receives files from Deputy Secretary and pushes them up to Additional Secretary with his opinion. If he pushes it with a useful and well-considered opinion, he is an important part of policy-making and is a decision-maker, but if he just pushes without any value addition, he acts as a gloried clerk. It all depends on the incumbent of the post.

A joint secretary in charge of Administration also exercises all administrative powers as head of the department wing of the ministry/department.
In the Indian government, secretaries head departments or ministries of the government and hold positions such as Finance Secretary, Defence Secretary, Secretaries under MEA, Home Secretary, Defence Production Secretary, members of the Railway Board and members of the Telecom Commission.
