Yes, you can. In terms of interface, there’s a little option in ‘Settings’ that allows you to change the language. Mind you, if you don’t read Russian at all, it might take you a bit to get to that button, but - it’s there. (I’m not sure if vk.com opens in EN or in RU when you first open it, I’ve had it for so long I honestly can’t remember how it all started!)
This will change all the buttons and interface into EN so you’ll know where’s what, however this will not translate what other people write in terms of profiles, comments or posts - you can use the Google Translate feature for that, I’m

I run a web-development agency, so I decided that we need a Facebook page. And made a typo. And then I’ve been looking for 15 minutes for a way to fix it. Fifteen minutes, alright? I had to open Google and search for ‘How to change company’s page name on Facebook’. It’s ridiculous!
But for those who managed to read my answer to this point, there’s more. Once upon a time I have installed a Facebook app on my iPhone as I had to send a message to a very important person. And, as you Facebook users might have already guessed, I was unable to do so. It was quite some time before I realised I had to download another app just to send one message. What the hell? Social networks should connect people. What’s next? Another app to view newsfeed? A standalone app for a friend list?
Well, yes. VK started as a cheap Facebook ripoff. That’s the fact, those networks were nearly identical. But things have changed. Facebook added a lot of features (some of them are totally useless) and became very complicated. VK did quite the opposite, they kept to the idea of clarity and simplicity.
And as mentioned before, advertising in VK works way better than in Facebook.
So that is just my personal opinion based on my bad experience with Facebook. Thank you for reading such a long and emotional answer, have a nice day.
