Youth Workforce Development and Entrepreneurship Activity

American Councils for International Education seeks a qualified Technical Expert/Lead for an anticipated five-year USAID-funded Uzbekistan Youth Workforce Development and Entrepreneurship Activity. The purpose of the Activity is to equip youth who are in grades 8 -11 with the necessary skills as they prepare to enter Uzbekistan's economy as skilled employees or entrepreneurs. In order to achieve the Activity's purpose, the Uzbekistan Youth Workforce Development and Entrepreneurship Activity will focus on achievement of the following intermediate results: i) improved quality of school-based economics and entrepreneurship programs; ii) improved quality of afterschool entrepreneurship, soft skills and work readiness programs; and iii) strengthened enabling environment to support and engage youth. The designated Technical Lead/Expert will work closely with the Chief of Party on the management and technical direction of the activity. The position is contingent upon successful award of the project.


Responsibilities:

•        Lead the technical design, implementation, and monitoring of the youth entrepreneurship and education project activities in coordination with the Chief of Party to drive impact and innovation;

•        Liaise with a variety of stakeholders (host government, donors, youth, private sector) to ensure broad engagement and lead technical integration between various sectors;

•        Drive adherence to project vision while accommodating shifting priorities and local opportunities and challenges;

•        Build a collaborative work environment and coordinate communications and updates on the project regularly;

•        Manage staff and consultants on the project, providing leadership, technical guidance, and support;

•        Provide D.C. office with finance reports monthly, and budgets every six months; monitor all outgoing and incoming funds;

•        Performs other relevant duties as requested.

 

Requirements:

  • Uzbek citizenship or residency with work authorization is required;

•        Master’s degree in Education, Public Administration, Business Administration, International Development, or a related field;

•        At least five years of relevant experience, including at least three years as a technical lead or senior manager of projects of similar scope and complexity;

•        Demonstrated experience and/or understanding of positive youth development (PYD) principles, the youth employment, vocational education, entrepreneurship systems, soft skills development, female empowerment, and disability inclusion;

•        Demonstrated experience working in the educational sector, including in curriculum development.

•        Demonstrated experience engaging government and private sectors stakeholders, policy analysis, and systems change.

•        A proven record of excellent management, leadership, decision-making, diplomacy, and interpersonal skills to ensure internal coherence among diverse team members and sub-recipients, as well as effective liaising with external stakeholders;

•         Professional fluency in English in both written and oral communication.

The position is contingent upon successful award of the project.
