Position Summary:

American Councils for International Education seeks a qualified Monitoring, Evaluation, and Learning (MEL) Manager for an anticipated five-year USAID-funded Youth Work Readiness and Entrepreneurship Activity. The Youth Work Readiness and Entrepreneurship Activity seeks to equip youth with necessary work-readiness, as well as soft and entrepreneurial skills, through improved quality and relevance of curriculum and engaging teaching practices in school-based and afterschool programs in a strengthened enabling environment. The designated Monitoring, Evaluation, and Learning (MEL) Manager will oversee and implement an M&E system that determines the success of the project by tracking its progress and using this information to tell the project’s story and to learn and improve. Accordingly, the M&E Manager will design and implement the Monitoring, Evaluation and Learning Plan (MELP) and connected to the program’s adaptive approach, implement Collaborating, Learning, and Adapting (CLA) activities, including gathering, analyzing, and reporting on data; and managing the learning agenda with the goal of making course corrections.

 

Only citizens of Uzbekistan or permanent residents authorized to work in Uzbekistan will be considered. The position is contingent upon successful award of the project.

 

Primary Responsibilities:

  • In collaboration with the Director of Monitoring, Evaluation and Learning (MELO) based in the WDC office, develop and implement a monitoring, evaluation, and learning plan (MELP) across program components, with an emphasis on outcome indicators
  • Oversee the program’s MELP in collaboration with the Chief of Party
  • Ensure that the program’s CLA activities are applied with consistency and rigor with the goal of adapting the program, including facilitation of regular learning sessions with program stakeholders to identify trends, make suggestions for course corrections and adopt changes to the program’s Theory of Change.
  • Develop and conduct monitoring activities that capture necessary data to report on program results. Work with program partners to ensure application of high-quality MEL activities and data collection; oversee partner capacity building as needed.
  • Conduct regular visits to program sites to provide technical assistance and ensure proper monitoring of program activities. Regularly review data collection processes, perform data quality assessments, and make adjustments as needed.
  • Coordinate with Director of MELO on internal evaluations of the project; design and implement internal evaluations; coordinate with USAID on external evaluations of the project and provide necessary support to facilitate external evaluation.
  • Be a liaison with the funder regarding M&E; communicate information obtained through M&E activities to external stakeholders, notably donors and partners 
  • Contribute to regular reporting with narrative, graphic and statistical input. Produce M&E reports for the Chief of Party and funders, as needed
  • Serve as member of the program senior management team
  • Supervise assigned MEL staff
  • Other duties, as assigned.

 

Qualifications:

The ideal candidate will possess the following qualifications:

  • Uzbek citizenship or residency with work authorization is required
  • Minimum of five years of professional experience in Uzbekistan implementing M&E activities on development/technical assistance programs. Experience working with USAID or DFID will be looked upon favorably.
  • A master’s degree in demographics, economics, law, public policy, education, or related field; bachelor’s degree with seven years of relevant experience also will be considered
  • A credible track record in designing and implementing M&E systems for development projects. Experience working on adaptive programs preferred.
  • A demonstrated commitment to creating a learning environment in a program.
  • Experience in facilitation of strategic planning sessions for performance measurement, including indicator selection and definition, target setting, reporting and database management.
  • Experience in designing and implementing surveys, and developing and refining data collection tools
  • Experience with data quality assessments and oversight; supporting external evaluations; and designing and conducting internal evaluations.
  • Credible track record in the use of modern communications tools, internet, email, social media, and teleconferences
  • Excellent verbal and written communication skills in English and Uzbek
