Tasarıya göre, tecavüzün tanımı "zorla gerçekleşen cinsel ilişki" değil "rıza gösterilmeden gerçekleşen cinsel ilişki" olarak değiştirilecek. Böylece davalara rıza kavramının girmesi sağlanacak.
