Costs

The cost is based on the new ilvl of the item and the number of perks it receives and is often expensive. It can also be costly to upgrade an item to a higher level (such as Explorer > Champion, or Veteran > Heroic).
The second is the cost of the materials required to upgrade. The items used are typically either Power Dices (dropped by monsters 21+) or Minerals and Erons (obtainable through completing specific Mists of Pandaria or Warlords of Draenor quests). These materials can be found in the inventory of an Upgrade Vendor.
It takes time to upgrade an item. Based on the magnitude of the upgrade, it could take as long as 8 hours. The upgraded item's base stats are calculated using the new ilvl of the item, perks, and other properties. This calculation determines the latest Armor Class bonus, damage dice, and other crucial stats. In certain cases upgrades can provide additional perks. These perks are offered in a list.
Rarely, the perks acquired will cost more than one perk slot to acquire In these cases the upgrade will replace the most expensive perks. Sometimes, the upgrader may make other modifications to an item, like changing the damage type of a weapon or or removing an operative or unwieldy property. Success Rate

Another way to increase the chances of an upgrade succeeding is by using the item known as Blacksmith Blessing or an upgraded version of it. This item is useful if you have an item or weapon gear that has reached the maximum level for its tier or is close to it. It will allow you to upgrade that piece of gear to the next level without worrying about breaking.
If an upgrade is unsuccessful it will be restored to its previous state. This is usually an error, but it can also be an upgrade. It is an excellent idea to save an upgrade for when you're near the maximum capacity of an item, and to use it as a last resort.
