The President approved the exporter support program
The President signed a Decree on expanding export potential, approving the procedure for selection of leading export enterprises and their support.
The selection will be carried out through the “Exportportali.uz” portal on the basis of the exported product amount, revenues, etc. Enterprises will be provided with tax preferences and financial assistance up to USD 5 mln.
In addition, the Foreign Trade Commission shall approve a foreign-market entering program for 100 potential enterprises on the basis of the principle “from entrepreneur to exporter” by November 1, 2022.
Президент одобрил программу поддержки экспортеров
Президент подписал Указ о расширении экспортного потенциала, утверждающий порядок отбора ведущих предприятий-экспортеров и последующей их поддержке.
Отбор будет проводиться посредством портала “Exportportali.uz” на основании суммы экспортируемой продукции, доли поступлений и т.д. Предприятиям будут предоставляться налоговые преференции и финансовая помощь в размере до 5 млн долларов.
Также, Комиссии по вопросам внешней торговли поручено до 1 ноября 2022 г. утвердить программу выхода на внешние рынки 100 потенциальных предприятий на основе принципа “от предпринимателя - до экспортера”.
The President signed a Law on E-Commerce
The President signed new Law on Electronic Commerce on September 29.
According to new edition, e-commerce contract may be in the form of electronic document and/or electronic message. Electronic confirmation (SMS, Face ID, etc) expressing consent of the party can be considered as signature.
The law comes into force on December 31, 2022.
Президент подписал Закон об электронной коммерции
29 сентября Президент подписал новый Закон об электронной коммерции.
Согласно новой редакции, договор электронной коммерции может быть заключен в виде электронного документа и/или электронного сообщения. В качестве подписи также признается электронное подтверждение (SMS, Face ID и др.) выражающее согласие стороны.
Закон вступает в силу с 31 декабря 2022 г.
Electronic document management system
During the round table, the Ministry of Finance informed about the development of a proposal to improve the system of electronic document management in business process. It was proposed to digitize accounting documents and records, as well as to reduce statistical reports and review deadlines.
Система электронного документооборота
В ходе круглого стола Министерство финансов сообщило о разработке предложения по совершенствованию системы электронного документооборота в бизнес-процессах. Было предложено цифровизировать бухгалтерские документы и регистры, а также сократить статистические отчёты и пересмотреть сроки их сдачи.
The Cabinet of Ministers adopted a procedure for auditors’ work inspection
According to the document the Ministry of Finance will conduct an external quality control of the auditing organizations. The results of the control and the measures taken will be published on the website of the Ministry of Finance.
In case an auditing organization fails to provide the necessary information during external quality control, it serves as ground for excluding it from the register of auditing organizations.
The document came into force on September 29, 2022.
Кабинет министров утвердил порядок проверки работы аудиторов
Согласно документу, Министерство финансов будет осуществлять внешний контроль качества работы аудиторской организации. Результаты контроля и принятые меры будут размещены на сайте Минфина.
В случае, непредставления аудиторской организацией необходимой информации, при внешнем контроле, является основанием для исключения ее из реестра аудиторских организаций
Документ вступил в силу с 29 сентября 2022 г.
Improvements in the capital construction sphere
Starting from January 1, 2023 the customer service will be obliged to include in the procurement documents a draft design of the construction project and the minimum requirements for it.
By July 1, 2023 an open electronic system will operate with all issued permits and quality control conclusions.
Совершенствование сферы капитального строительства
C 1 января 2023 г. служба заказчика обязана включать в закупочную документацию эскизный проект объекта строительства и минимальные требования к нему.
До 1 июля 2023 года будет создана открытая электронная система со всеми выданными разрешениями и заключениями контроля качества.
Uzbekistan and Kazakhstan will simplify registration of medicines
According to the Ministry of Investments and Foreign Trade, representatives of the countries agreed to mutually simplify the registration of medicines. Also, the parties agreed to organize joint production of agricultural products.
Узбекистан и Казахстан упростят регистрацию лекарств
Согласно сообщению Министерства инвестиций и внешней торговли представители стран договорились взаимно упростить регистрацию лекарственных препаратов. Также, стороны договорились организовать совместное производство сельхозпродукции.
