Agency of Strategic Reforms was established by Presidential Resolution
The Agency will monitor state programs and development strategies, as well as the transformation process of government bodies.
Starting from October 1, 2022, the involvement of foreign specialists to the processes of reforming spheres and industries is carried out in coordination with the Agency.
Постановлением Президента образовано Агентство cтратегических реформ
Агентством будет осуществляться мониторинг государственных программ и стратегий развития, а также процессы трансформации госучреждений.
Начиная с 1 октября 2022 года для привлечения иностранных специалистов к процессам реформирования сфер и отраслей осуществляется при согласовании с Агентством.
The Central Bank approved the requirements for financial services
Information about loans, including the terms and repayment procedure, shall be publicly available. The text of the financial service agreement and public offers must be clearly and simply stated.
The document will come into force on December 7, 2022.
Центральным банком утверждены требования к финансовым услугам
Информация о кредите, включая условия и порядок погашения, должна быть открыта для всеобщего ознакомления. Текст договора и публичной оферты должен быть изложен четко и просто.
Документ вступит в силу с 7 декабря 2022 г.
Online certification of pharmaceuticals and medical products
The Minister of Health approved the Rules for Certification of Pharmaceutical Products and samples of the required documents.
Under the new procedure, starting from September 12, 2022 an application is submitted online through the “Single Window” system and is reviewed within 2 days.
Онлайн сертификация лекарств и медицинских изделий
Министр здравоохранения утвердил Правила сертификации фармацевтической продукции и образцы необходимых документов.
Согласно новому порядку начиная с 12 сентября 2022 г. заявление подается посредством онлайн системы “Единое окно” и рассматривается в течение 2х дней.
Online registration of transit declaration
The State Customs Committee approved the procedure for registration, amending and cancelling a transit declaration.
Starting from December 1, 2022 transit declaration operations will be carried out through the automated information system "E-Tranzit".
Онлайн оформление таможенной декларации
Государственный Таможенный Комитет утвердил порядок оформления, изменения, аннулирования транзитной декларации.
С 1 декабря 2022 г. операции по транзитной декларации осуществляются посредством автоматизированной информационной системы «E-Tranzit».
The Senate has approved a new version of the E-Commerce Law
Draft Law stipulates the offer requirements, conditions of drafting and legal validity of electronic documents.
The draft Law allows the participation of self-employed and introduces a cash deposit system (escrow) to retain funds until full satisfaction of buyer’s conditions.
The document is currently under consideration by the President.
Сенат одобрил Закон об электронной коммерции в новой редакции
Проект Закона определяет требования для оферты, условия составления и юридическую силу электронных документов.
Документ разрешает участие самозанятых лиц и вводит систему депонирования (эскроу) по удержанию денежных средств до полного удовлетворения условий покупателя.
В настоящее время законопроект находится на рассмотрении Президента.
The President approved a new procedure for business control
Starting from November 1, 2022 all inspections must be registered in the electronic system "Single State Control". Conducting an unregistered inspection is considered illegal.
Also, state authorities have no right to conduct inspections on the period of activity checked before.
Президент утвердил новый порядок проверки бизнеса
С 1 ноября 2022 г. все проверки должны быть зарегистрированы в электронной системе “Единый государственный контроль”. Проведение незарегистрированной проверки считается незаконным.
Также, госорганы не имеют права проводить проверки по периоду деятельности проверенному ранее.
Simplified requirements for tourism sphere
The President instructed to simplify the requirements for organization of hotels according to international standards. Currently there are 97 requirements for opening a hotel in Uzbekistan.
Упрощены требования в сфере туризма
Президент поручил упростить требования к организации гостиниц на основе международных стандартов. На данный момент существует 97 требований для открытия гостиницы.
Environmental norms and standards are established for mining and metallurgical industry
The Cabinet of Ministers adopted a Resolution, according to which international environmental norms and standards are implemented in the field of mining and metallurgical industry. Until July 1, 2023 AGMK and NGKM must develop long-term environmental strategies based on GRI and ESG.
Установлены экологические нормы и требования для горно-металлургической промышленности
Кабинет Министров принял постановление, согласно которому в сфере горно-металлургической промышленности устанавливаются международные экологические требования и нормы. До 1 июля 2023 для АГМК и НГКМ установлены задачи по разработке долгосрочных стратегии по экологии на основе GRI и ESG.
Introduction of Crypto-shop rules
The National Agency for Prospective Projects published for discussion the draft rules of the crypto-store.
The draft prohibits sale and purchase of crypto-assets, without customer identification, as well as crypto-assets issued by residents of Uzbekistan.
Currently the draft is under review at the Oliy Majlis.

Национальное агентство перспективных проектов вынесло на обсуждение проект правил деятельности крипто-магазина.
Проектом запрещается купля-продажа крипто-активов, без идентификации клиента, а также крипто-активов, выпущенных резидентами Узбекистана.
Проект находится на рассмотрении Олий Мажлисом.
