«Контракт жизненного цикла» внедряется в пилотном режиме 

В соответствии с постановлением Кабинета Министров № 116 от 6 марта 2024 года в Ташкенте в качестве правового эксперимента внедряется контракт жизненного цикла. Эксперимент направлен на реализацию инвестиционных проектов на основе сотрудничества государства и хозяйствующих субъектов и улучшение городской инфраструктуры.

Заказчиком будет выступать АО «Тошкент Инвест компани», которому разрешено осуществлять работы по всем процессам, начиная от строительства (разработки) объекта (продукта) до ввода в эксплуатацию и дальнейшей эксплуатации (обслуживания) совместно с одним хозяйствующим субъектом на основе контракта жизненного цикла в рамках ГЧП-проектов.

Контракты жизненного цикла будут заключаться по следующим направлениям:

• проектирование, строительство, реконструкция, ремонт и содержание

- автомобильных дорог, включая объекты придорожной инфраструктуры;
- объектов коммунального хозяйства;

• проектирование, строительство, реконструкция, ремонт, оснащение и содержание объектов социальной сферы;
• проектирование, разработка, запуск и последующая поддержка программного обеспечения.

Эксперимент продлится до 1 января 2027 года.

A life cycle contract is introduced on a pilot basis

In accordance with the Resolution of the Cabinet of Ministers No. 116 dated 6 March 2024, a life cycle contract is being introduced in Tashkent as a legal experiment. The experiment is aimed at realization of investment projects on the basis of cooperation between the state and business entities and improvement of urban infrastructure. 

“Tashkent Invest Company” JSC will act as a client, and is allowed to carry out works on all processes starting from construction (development) of the object (product) to commissioning and further operation (maintenance) in cooperation with one business entity on the basis of life cycle contract within PPP-projects.

Life cycle contracts will be concluded in the following directions:

• design, construction, reconstruction, repair and maintenance of:

- highways, including roadside infrastructure facilities;
- communal services facilities;

• design, construction, reconstruction, repair, equipping and maintenance of social facilities;
• design, development, launch and subsequent support of software.

The experiment will last until 1 January 2027.

В Ташкенте создается новая специальная промышленная зона

В соответствии с Указом Президента № 138 от 20 марта 2024 года в городе Ташкенте создается специальная промышленная зона «Янги Авлод» (СИЗ «Янги Авлод»).

Под СИЗ «Янги Авлод» выделен земельный участок площадью 100 гектаров. Срок его эксплуатации составляет 30 лет с возможностью дальнейшего продления. В период функционирования СИЗ «Янги авлод» ее участникам предоставляются определенные налоговые и таможенные льготы и другие преференции, установленные для участников специальных экономических зон.

Управляющей компанией СИЗ «Янги авлод» выступит ООО «Янги авлод», учредителем которого является АО «Тошкент Инвест компани». Управляющая компания будет привлекать иностранные компании и менеджеров, вести переговоры с инвесторами, определять тарифы на коммунальные услуги и энергоресурсы, предоставляемые на ее территории, и другое.

A new special industrial zone is established in Tashkent

According to the Presidential Decree No. 138 dated 20 March 2024, a special industrial zone "Yangi Avlod" (the “Yangi Avlod SIZ”) is being established in Tashkent city. 

A 100 hectare land plot has been allocated for Yangi Avlod SIZ. The term of its operation is 30 years with the possibility of its further extension. During the period of operation of the Yangi Avlod SIZ, its participants receive certain tax and customs privileges and other preferences established for participants of special economic zones. 

Yangi Avlod LLC, which is being founded by “Tashkent Invest Company” JSC, will serve as the management company for Yangi Avlod SIZ. The management company will attract foreign companies and managers, conduct negotiations with investors, determine tariffs for utilities and energy resources provided on its territory, and more.

Создается зона свободной торговли «Узбекистан - Туркменистан»

Президент подписал Постановление, согласно которому в Хорезмской области на площади 3,1 гектара будет создана зона свободной торговли «Узбекистан – Туркменистан» (ЗСТ). На территории ЗСТ будет организована инфраструктура для хранения, сортировки, сбыта, транспортировки товаров и других услуг.

ЗСТ будет создана сроком на 30 лет с возможностью продления. Управлять деятельностью торговой зоны будет Дирекция свободной экономической зоны «Хазарасп».

В ЗСТ планируется организовать продажу продукции, произведенной  исключительно в Узбекистане и Туркменистане. Для осуществления розничной торговли на ее территории будет создана «свободная таможенная зона».

Uzbekistan - Turkmenistan free trade zone is established

The President signed a Resolution, according to which a free trade zone "Uzbekistan - Turkmenistan" (the “FTZ”) will be organized in the Khorezm region on an area of 3.1 hectares. Infrastructure for storage, sorting, marketing, transportation of goods and other services will be organized on the territory of FTZ.  

The FTZ will be established for a period of 30 years with the possibility of extension. "Hazarasp" free economic zone’s Directorate will manage the activity of the trade zone.

It is planned to organize in the FTZ the sale of products manufactured exclusively in Uzbekistan and Turkmenistan. For retail trade operations, there will be a "free customs zone" on its territory.

Поддержка экспортеров компанией по развитию торговли

Президент подписал Постановление, предусматривающее создание акционерного общества «Компания по развитию торговли» («Компания»). Учредителем Компании является Агентство по управлению государственными активами, а управление передано Торгово-промышленной палате Узбекистана на основании доверенности.

С 1 июля 2024 года Компания начнет оказывать поддержку на основе Рейтинга устойчивости субъектов предпринимательства.

Компания окажет следующую финансовую помощь при:

• внедрении международных систем стандартизации и сертификации, а также регистрации национальной продукции и брендов (товарных знаков) в зарубежных уполномоченных органах;
• предоставлении компенсации на покрытие страховой премии при использовании страховых услуг;
• частичном покрытии расходов на внедрение внедрения финансовой отчетности по международным стандартам;
• привлечение престижных международных брендов и другие.

Trade development company support for exporters

The President signed a Resolution providing for the creation of the “Trade Development Company” Joint Stock Company (the “Company”). The founder of the Company is the State Asset Management Agency, and management is transferred to the Chamber of Commerce and Industry of Uzbekistan on the basis of a power of attorney.

From 1 July 2024 the Company will begin to provide support based on the Sustainability Rating of Business Entities.

The company will provide the following financial assistance in:

• introducing international standardization and certification systems, as well as registration of national products and brands (trademarks) in foreign authorized bodies;
• providing compensation to cover the insurance premium when using insurance services;
• partial coverage of expenses for external financial reporting based on international standards;
• attracting prestigious international brands, and others.
