New excise stamps have been introduced for alcoholic and tobacco products

According to the Resolution of the Cabinet of Ministers (the "Resolution"), starting from August 1, 2023, new samples of excise stamps will be implemented for alcoholic and tobacco products. 

Producers and importers can continue using the old samples for a period of 5 months from the date of introducing the new excise stamps.

Введены новые акцизные марки на алкогольную и табачную продукцию

Согласно Постановлению Кабинета Министров (“Поставновление”), с 1 августа 2023 года вводятся акцизные марки нового образца на алкогольную и табачную продукцию.

Производители и импортеры могут пользоваться старыми образцами в течение 5 месяцев со дня введение новых акцизных марок.

Support Portal for Exporters has been launched

The Ministry of Investment, Industry, and Trade has introduced a new portal aimed to assist entrepreneurs with issues arising in their export activities (the “Portal”). The Portal serves as a centralized hub to receive inquiries and appeals from exporters.

The Portal categorizes the main types of issues exporters may encounter, including banking, financial and tax issues, customs and quarantine procedures, certificates, permits,transportation and logistics issues, etc.

Министерство инвестиций, промышленности и торговли представило новый портал, направленный на помощь предпринимателям с вопросами, возникающими в экспортной деятельности (“Портал”). Данный Портал служит в качестве централизованной точки для приема запросов и обращений от предпринимателей.

Портал классифицирует основные типы проблем, с которыми сталкиваются экспортеры, включая банковские, финансовые и налоговые вопросы, таможенные и карантинные процедуры, выдача сертификатов и разрешений, проблемы транспорта и логистики и др.

Subsidies to silkworm grains producers

The Cabinet of Ministers has approved the procedure for allocating subsidies for silkworm grain production (the “Procedure”). The new Procedure outlines the process and conditions for providing these subsidies to eligible enterprises.

In addition, until January 1, 2026, subsidies of UZS 120,000 will be granted for each box of grains directly to cocoon cultivators.

Субсидии производителям грен тутового шелкопряда

Кабинет Министров утвердил порядок выделения субсидий на производство коконов шелкопрядов (“Порядок”). Новый Порядок определяет процедуру и условия предоставления субсидий для соответствующих предприятий.

Кроме того, до 1 января 2026 года предоставляются субсидии в размере 120 000 узбекских сумов за каждую коробку грен непосредственно лицам, занимающимся выращиванием шелкопрядов.

Additional measures for promoting competition and protecting entrepreneurs

As part of the ongoing administrative reforms, the President has approved the Decree aiming to improve the organization of state governance and protecting consumer rights (the “Decree”). According to the Decree, starting from October 1, 2023:

• A registry of commercial organizations with exclusive rights will be introduced.
• Individuals and legal entities that voluntarily report anticompetitive agreements to the Committee for Competition will be exempt from liability.
• Under the "We Listen to You" project, the Committee for Competition will conduct quarterly meetings with entrepreneurs and develop proposals to eliminate factors hindering competition.

It is also planned to introduce independent market regulators for sectors related to industry infrastructure and natural monopolies.

Дополнительные меры по развитию конкуренции и защите предпринимателей

В рамках текущих административных реформ Президент утвердил Указ, направленный на улучшение организации государственного управления и защиту прав потребителей (“Указ”), согласно которому с 1 октября 2023 года:

• Внедряется реестр коммерческих организаций, которым предоставлены эксклюзивные права;
• Физические и юридические лица, которые первыми добровольно сообщают Комитету по конкуренции об антиконкурентных соглашениях, освобождаются от ответственности;
• В рамках проекта "Мы вас слушаем", Комитет по конкуренции будет проводить ежеквартальные встречи с предпринимателями, а также разрабатывать предложения для устранения факторов, препятствующих конкуренции. 

Планируется также внедрение института независимых рыночных регуляторов в сферах, связанных с инфраструктурой отраслей и естественными монополиями. 

Updated corporate governance of state-owned enterprises

The State Assets Management Agency have approved new versions of Corporate Governance Rules (the “Rules”) and Model Code of Ethics (the “Code”) in companies with state participation.

The new Rules establish the legal status of state institutions and outline their rights, duties, and responsibilities. A significant aspect of these revisions is to ensure equal rights for all shareholders, including minority investors. In its turn the updated Code includes a comprehensive policy for managing conflicts of interests. 

Обновленное корпоративное управление государственных предприятий

Агентство по управлению государственными активами утвердило обновленные версии Правил корпоративного управления (“Правила”) и Типового кодекса этики (“Кодекс”) для компаний с государственным участием. 

Новые Правила устанавливают правовой статус государственных учреждений и определяют их права, обязанности и ответственность. Важным аспектом изменений является обеспечение равных прав для всех акционеров, включая миноритариев. В  свою очередь, обновленный Кодекс включает комплексную политику управления конфликтами интересов. 

New investment and industrial platforms

As part of the ongoing administrative reforms, the President has signed a Decree aimed at streamlining state administration in the areas of investment, industry, and trade (the “Decree”). The new Decree outlines the establishment of new entities to facilitate investment processes and industry growth.

According to the Decree, an online Investor Center will be created, operating on the principle of a “single window”, and National Industrial Portal.

Starting from December 1, 2023, an integrated information system “E-sertifikat” will be launched (the “System”). The System will provide an opportunity to receive information on the application of GSP+ benefits, free choice of testing laboratories (including in the areas of veterinary medicine, plant quarantine, sanitation and epidemiology), as well as electronic execution of test reports.

В рамках текущих административных реформ Президент подписал Указ, направленный на оптимизацию государственной деятельности в области инвестиций, промышленности и торговли (“Указ”). Новый Указ определяет создание новых структур для упрощения процессов инвестирования и стимулирования развития промышленности.

Согласно Указу будет создан онлайн Центр инвесторов, работающий по принципу “единого окна”, и Национальный промышленный портал. 

C 1 декабря 2023 года запускается интегрированная информационная система «E-sertifikat» (“Система”). Данная Система  предоставить возможность получения информации о применении льгот системы «GSP+», свободного выбора испытательных лабораторий (в том числе в сферах ветеринарии, карантина растений, санитарии и эпидемиологии), а также электронного оформления протоколов испытаний.

The Cabinet of Ministers approves “green” measures 

The Cabinet of Ministers has approved Resolution with a series of measures aimed at promoting eco-friendly practices (the “Resolution”). 

Under the Resolution, priority usage of “green” technologies and zero-waste production will be implemented in key industry enterprises, such as construction material production, metallurgical, chemical, and textiles.

Moreover, the Decree outlines a road map for environmental protection, including measures to safeguard air, water, land, soil, subsoil, and biodiversity.

Кабинет Министров утвердил “зеленые” меры 

Кабинет Министров утвердил Постановление с комплексом мер, направленных на продвижение экологически чистых практик (“Постановление”). 

В соответствии с Постановлением, приоритетное использование “зеленых” технологий и безотходного производства будет реализовано в ключевых промышленных отраслях, таких как производство строительных материалов, металлургия, химическая и текстильная отрасли.

Кроме того, Постановление определяет дорожную карту по охране окружающей среды, включая меры по защите атмосферного воздуха, воды, земли, недр и биоразнообразия.
