The new Сonstitution came into force
The Law on the Constitution of Uzbekistan adopted by referendum on April 30 came into force on May 1.
The Law states that the norms of the new version of the Constitution, from the moment of its entry into force, "shall have effect directly and independently of the adoption or the existence of relevant laws and other normative legal acts."
The main goals of the new Constitution are to build a humane, democratic, legal and secular state, to form an open and fair civil society, and to launch a new stage of sustainable development of Uzbekistan.
Новая Конституция вступила в силу
С 1 мая вступил в силу Закон о Конституции Узбекистана, принятый на референдуме от 30 апреля.
Закон гласит, что нормы Конституции в новой редакции с момента вступления её в силу «действуют напрямую и независимо от принятия или наличия соответствующих законов и иных нормативно-правовых актов».
Главной целью новой Конституции является построение гуманного, демократического, правового и светского государства, формирование открытого и справедливого гражданского общества, запуск нового этапа устойчивого развития Узбекистана.
Syrdarya region - an innovation region
During an extraordinary session of the Syrdarya Regional Council of People's Deputies, the President announced 5 initiatives aimed at improving the welfare of the region, including:
- Introduction of special preferential treatment for projects in priority areas,
- Creation of innovative techno-parks in 11 districts and cities of the region with obtaining the status of free economic zones (FEZ). An Uzbek - Chinese investment fund will be established to finance investment projects in Syrdarya,
- Introduction of advanced agricultural technologies,
- Creation of a logistics hub involving the private sector in the construction, maintenance and management of roads,
- Creation of a hub of innovative medicine in Gulistan.
Land plots in the region will be allocated in a simplified procedure with the possibility of purchase in installments for 5 years.

В ходе внеочередной сессии Сырдарьинского областного Кенгаша народных депутатов, Президент объявил 5 инициатив, направленных на повышение благосостояния региона, включающих:
- Введение особого льготного режима для проектов по приоритетным направлениям;
- Создание инновационных технопарков в 11 районах и городах области с получением статуса свободных экономических зон (СЭЗ). Для финансирования инвестиционных проектов в Сырдарье будет создан узбекско-китайский инвестиционный фонд;
- Введение передовых агротехнологий;
- Создание логистического узла с привлечением частного сектора к строительству, содержанию и управлению дорогами;
- Создание хаба инновационной медицины.
Земельные участки в регионе будут выделяться в упрощенном порядке с возможностью покупки в рассрочку на 5 лет.
Criminalisation of corruption offences
During a plenary session, the Senate of the Oliy Majlis approved the Law on Amendments to the Criminal Code (the “Law”) and providing liability for corruption crimes.
The Law will introduce such term as “corruption crimes” and establish criminal liability for crimes related to bribery of public officials.
The amendments are important because they are aimed at a consistent fight against corruption and ensuring the inevitability of punishment for committing this crime.
The Law has been submitted to the President for signing.
Криминализация коррупционных преступлений
В ходе пленарного заседания Сенат Олий Мажлиса одобрил Закон о внесении изменений в Уголовный кодекс и обеспечении ответственности за коррупционные преступления.
Законом будет введен термин “коррупционные преступления”, а также установлена уголовная ответственность за преступления связанные с подкупом государственного служащего.
Вносимые изменения важны тем, что направлены на последовательную борьбу с коррупцией и обеспечение неизбежности наказания за совершение данного преступления.
Increase in the minimum share capital of a bank
The President signed the Law on Amendments and Additions to the Law on Banks and Banking Activity.
According to the amendments, there will be a gradual increase in the minimum share capital up to 500 billion UZS (approximately 44.2 million USD). Currently, the minimum amount is 100 billion UZS (approximately 8.8 million USD).
Also, under the amendments, restrictions on non-residents buying bank shares will be abolished and public offerings will be simplified.
Увеличение минимального размера уставного капитала банка
Президент подписал Закон о внесении изменений и дополнений в Закон о банках и банковской деятельности.
Согласно изменениям, вводится поэтапное увеличение минимального размера уставного капитала до 500 миллиардов сум (приблизительно 44,2 миллионов долларов США). На данный момент минимальный размер составляет 100 миллиардов сум (приблизительно 8,8 миллионов долларов США).
Также, согласно изменениям, отменяются ограничения на приобретение нерезидентами банковских акций и упрощается публично размещенных акций.
Benefits for developers have been introduced
The President approved the measures for implementation of the mortgage lending program for 2023. According to the Decree of the President, a zero rate of customs duties will be applied to the imports of cement of the highest grade, wood, plywood, chipboard, building glass and basalt coatings until 2025.
In addition, builders will receive loans for the construction of buildings at 14% per annum for up to a year and a half. They will also be allowed to pledge buildings under construction floor-by-floor and obtain loans for individual floors.
Введены льготы для застройщиков
Президент утвердил меры по реализации программы ипотечного кредитования на 2023 год. Согласно Указу Президента, до 2025 года к импорту цемента высшей марки, дерева, фанеры, ДСП, строительного стекла и базальтовых покрытий будет применяться нулевая ставка таможенных пошлин.
В дополнение, застройщики будут получать кредиты на возведение зданий под 14% годовых на срок до полутора лет. Им также разрешат сдавать строящиеся здания в качестве залога поэтажно и получать кредиты на отдельные этажи.
The Central Bank has expanded the list of suspicious transactions
A joint Resolution of the Board of the Central Bank and the Department for Combating Economic Crimes under the General Prosecutor's Office introduced amendments to the Rules on Banks' Internal Control (the “Resolution”).
In particular, the amendments are aimed at detecting unlawful transactions performed through card-to-card transfers between individuals. This type of operations includes illegal gambling, fraud and others.
The Resolution will come into force on July 5, 2023.
Центральный Банк расширил перечень подозрительных операций
Совместным Постановлением Правления Центрального банка и Департамента по борьбе с экономическими преступлениями при Генпрокуратуре были внесены изменения в правила внутреннего контроля банков.
В частности, изменения направлены на выявление неправомерных операций, осуществляемых посредством переводов денежных средств с карты на карту между физическими лицами. К такому типу операций относятся незаконные азартные игры, случаи мошенничества и другие.
Акт вступит в силу с 5 июля 2023 года.
Water pumping stations are to be transferred to businesses on PPP basis
On April 18 2023, during a meeting devoted to projects in the water sector, the President named four main problems in water management - water losses in canals, high energy consumption by pumping stations, limited water reserves, and insufficient implementation of water-saving technologies.
In this regard, the President gave instructions to transfer 300 pumping stations to entrepreneurs on the PPP basis with the condition of introduction of alternative energy sources.
Effective projects will receive loans on preferential terms.
Насосные станции водоснабжения могут быть переданы бизнесу на основе ГЧП
18 апреля 2023 года, в ходе совещания по обсуждению проектов, реализуемых в водном хозяйстве, Президент назвал четыре основные проблемы в сфере управления водными ресурсами — потери воды в каналах, высокая энергозатратность насосных станций, ограниченность запасов воды и недостаточный уровень внедрения водосберегающих технологий.
В связи с этим Президентом были даны указания по передаче 300 насосных станций предпринимателям на основе ГЧП и с условием внедрению альтернативных источников энергии.
Эффективные проекты получат кредиты на льготных условиях.
