Off-listing trading platform has been launched
The Republican Stock Exchange “Toshkent” has announced the launch of the Off-Listing Trading Platform. RSE “Toshkent” also published the Rules for the Organization of Trading in Off-listing securities and updated commission fees.
The trading platform started operating from January 30, 2023.
Запущена внелистинговая торговая платформа
Республиканская фондовая биржа «Тошкент» объявила о начале работы внелистинговой торговой платформы. Также, РФБ «Тошкент» опубликовала Правила организации торгов с ценными бумагами, не включенными в биржевой листинг и обновила комиссионные сборы.
Торговая платформа начала работу с 30 января 2023 года.
Optimization of the judicial system
The Presidential Resolution approved the Strategy of Elevating the Judicial System to a Qualitatively New Level for 2023-2026 (the “Strategy”). The Strategy provides for the full digitalization of court activities through the introduction of artificial intelligence technologies and the expansion of remote participation opportunities, strengthening the independence of judges, and abolishing the procedure for higher courts to send cases for new consideration to lower courts.
By September 1, 2023, the information system “Prosecutor’s participation in courts” will be launched on a pilot basis.

Постановлением Президента утверждена Стратегия поднятия на качественно новый уровень судебной системы на 2023-2026 годы («Стратегия»). Стратегией предусматривается полная цифровизация деятельности судов путем внедрения технологий искусственного интеллекта и расширение возможностей дистанционного участия, усиления независимости судей, а также отменяется порядок направления вышестоящими судами дел на новое рассмотрение в нижестоящие суды.
До 1 сентября 2023 года в экспериментальном порядке будет запущена информационная система «Участие прокурора в судах».
Support for small business
On January 25, 2023, the President held a meeting regarding support for small businesses.
The President instructed to focus a on 15 regions with decreasing number of new businesses. For these regions will be developed special programs for the development of entrepreneurship.

25 января 2023 года Президент провел совещание по вопросу поддержки малого бизнеса.
Президент поручил уделить особое внимание 15 регионам, где снизилось количество новых предприятий. Для данных регионов будут разработаны специальные программы по развитию предпринимательства.
Small and medium businesses are exempt from paying membership fees in the Chamber of Commerce and Industry
The President has signed a Resolution on Improving the Activities of the Chamber of Commerce and Industry (the “CCI”).
The Resolution expands the powers of the CCI, namely the CCI gets the right to send inquiries to the government to improve the business and investment environment, to initiate amendments to legislation and the abolition of regulatory legal acts hindering the development of business.
Starting February 1, 2023, micro, small and medium-sized businesses are exempt from paying entrance and membership fees to the CCI.
Малые и средние бизнесы освобождены от уплаты членских взносов в Торгово-промышленной палате
Президент подписал Постановление о совершенствовании деятельности Торгово-промышленной палаты («ТПП»).
Постановлением расширены полномочия ТПП, а именно ТПП получает право направлять в правительство запросы по улучшению деловой и инвестиционной среды, инициировать поправки в законодательство и отмену нормативно-правовых актов, препятствующих развитию бизнеса.
С 1 февраля 2023 года субъекты микро-, малого и среднего бизнеса освобождены от уплаты вступительных и членских взносов в ТПП.
Support for cotton and textile clusters
According to the Presidential Resolution, cotton-textile clusters will enter into futures contracts with farms to grow raw cotton for the next year's harvest with subsequent registration on the information platform “Agroplatform”.
The costs of aggregates and electricity will be partially covered from the state budget.
Also, until January 1, 2025 “zero” rate of customs duty will be applied to some imported mineral fertilizers.
Поддержка хлопково-текстильных кластеров
Согласно Постановлению Президента хлопково-текстильные кластеры будут заключать фьючерсные контракты с фермерскими хозяйствами на выращивание хлопка-сырца на урожай следующего года с последующей регистрацией на информационной платформе «Агроплатформа».
Затраты на агрегаты и электроэнергию будут частично покрываться из Госбюджета.
Также, до 1 января 2025 года в отношении некоторых ввозимых минеральных удобрений будет применяться «нулевая» ставка таможенной пошлины.
