The Cabinet of Ministers approved the procedure for the formation and implementation of the investment program
The Procedure introduces such terms as “business plan”, “post-investment monitoring”, “development concept (strategy)”, “project” and “infrastructure project” and introduces complete transition to automated online control and monitoring of investment projects.
Mandatory criterias for investment program are follows:
- approved pre-project and project documents, except for projects implemented at the expense of direct and/or foreign investments,
- approved sources of financing,
- the total cost of the project not less than 500 000 US dollars,
- availability of the respective project passport,
- other grounds for inclusion (Presidential or the Cabinet of Ministers Decree).
The draft of the three-year investment program must be submitted to the Presidential Administration by December 1, 2023.
Кабинет Министров утвердил порядок формирования и реализации инвестиционной программы
Порядок вводит такие определения, как “бизнес-план”, “постинвестиционный мониторинг” “концепция развития (стратегия)”, “проект” и “инфраструктурный проект”, а также предусматривает полный переход на автоматизированный онлайн контроль и мониторинг реализации инвестиционных проектов.
Обязательными критериями инвестиционной программы являются:
- утвержденные предпроектные и проектные документы, за исключением проекты, реализуемые за счет прямых и/или иностранных инвестиций;
- утвержденные источники финансирования;
- общая стоимость проекта не менее 500 000 долларов США;
- наличие соответствующего паспорта проекта;
- другие основания для включения (Постановление Президента или Кабинета Министров).
Проект трехлетней инвестиционной программы должен быть внесен в Администрацию Президента до 1 декабря 2023 года.
New Statistics Portal has been launched
The State Statistics Committee launched the Portal of Statistics on the basis of the integrated information system “siat.stat.uz”.
The Portal has formed a unified database of official statistical data and provides electronic access to the data for a certain period of time. Currently, the Portal contains more than 1,700 sets of official statistical indicators.
The Portal is available in Uzbek, Russian and English languages.

Государственный комитет по статистике запустил Портал статистики на основе интегрированной информационной системы “siat.stat.uz”.
Порталом сформирована единая база официальных статистических данных и предоставлен электронный доступ к данным по определенному периоду времени. На данный момент Портал содержит более 1700 индикаторов официальных статистических показателей.
Портал доступен на узбекском, русском и английском языках.
The Central Bank established criteria for assets of microfinance organizations
According to the Resolution, assets of microfinance organizations will be classified as "standard", "substandard", "suspicious" and " hopeless". The main criterion of classification is the term of repayment of the main debt. Established reserves must be formed on the basis of the classification.
The Decree also establishes the criteria for the formation of reserves for each classification of assets.
Центральный банк установил критерии активов микрофинансовых организаций
В соответствии с Постановлением активы микрофинансовых организаций будут классифицироваться как “стандартные”, “субстандартные”, “подозрительные” и “безнадежные”. Основным критерием классификации является срок возврата основного долга. На основании классификации должны быть сформированы установленные резервы.
Также Постановлением установлены критерии формирования резервов для каждой классификации активов.
Zero rates of duties on imports have been extended
The Presidential Decree extended the period of validity of zero rates of customs duties. Zero rates apply to imports of meat, flour, grain, oil, and surfactant organic substances.
The period of validity of rates is extended until January 1, 2024.
Продлены нулевые ставки пошлин на импорт
Указом Президента продлен срок действия нулевых ставок таможенных пошлин. Нулевые ставки распространяются на импорт мяса, муки, зерна, масла, и поверхностно-активных органических веществ.
Срок действия ставок продлен до 1 января 2024 года.
The President approved changes in corporate governance of JSCs and LLCs
According to new amendments, the concept of an “independent member of the supervisory board” is introduced as well as additional requirements for candidates are set. For instance, a person who has been a member of the supervisory board of a company for 6 successive years will not be an independent member of the supervisory board.
The amendments shall come into force on April 20, 2023.
Президент утвердил изменения в корпоративном управлении в АО и ООО
Согласно новым изменениям, вводится понятие “независимого члена наблюдательного совета”, а также установлены дополнительные требования предъявляемые к кандидатам. Например, независимым членом наблюдательного совета не может быть лицо, входящее в состав наблюдательного совета общества в течение 6 лет подряд.
Закон вступает в силу с 20 апреля 2023 года.
