Presidential Decree approves the classification of businesses

On 10 February 2023 the President adopted a Decree, which introduced new business classification. According to the Decree, all enterprises will be classified by annual turnover into small-sized (up to 10 billion UZS approximately 885 thousand USD), medium-sized (from 10 to 100 billion UZS approximately from 885 thousand to 8,8 mln USD) and large-sized (over 100 billion UZS approximately more than 8,8 mln USD) entrepreneurship.

Under the Decree the following privileges will be provided:

• Part of the cost of property insurance for medium-sized businesses will be covered by the State Fund for the Support of Entrepreneurs,
• Medium-sized and large-sized businesses will be given a 20% quota in public procurement and procurement contracts with budget organizations will be concluded on conditions of an advanced payment in the amount of 50%.

The abovementioned privileges will come into effect from 1 April 2023.

Указом Президента утверждена классификация бизнеса

10 февраля 2023 года Президент принял Указ, который ввел новую классификацию предприятий. Согласно Указу, в зависимости от годового оборота все предприятия будут классифицированы на малые (до 10 млрд. сум примерно 885 тыс. долларов США), средние (от 10 до 100 млрд. сум примерно от 885 тыс. до 8,8 млн. долларов США) и крупные (свыше 100 млрд. сум примерно более 8,8 млн. долларов США).

В соответствии с Указом будут предоставлены следующие льготы:

• часть расходов на страхование имущества для среднего бизнеса будет покрываться за счет средств Государственного фонда поддержки предпринимателей;
• среднему и крупному бизнесу будет предоставлена 20% квота в государственных закупках, а договоры о закупках с бюджетными организациями будут заключаться на условиях авансового платежа в размере 50%.

Вышеуказанные льготы вступят в силу с 1 апреля 2023 года.

Development of energy infrastructure

During a meeting on infrastructure development, the President noted the importance of renewable sources for expanding energy potential. In this regard, and in order to move away from the state monopoly, the state will guarantee the purchase of electricity from entrepreneurs who have installed solar panels. 

Also, starting in 2024, entrepreneurs who installed solar panels will be able to sell electricity to consumers.

Развитие энергетической инфраструктуры

В ходе совещания о развитии инфраструктуры Президент отметил важность возобновляемых источников для расширения энергетического потенциала. В связи с этим, а также в целях ухода от государственной монополии, государство будет гарантированно закупать электроэнергию у предпринимателей, установивших солнечные панели. 

Также, с 2024 года предприниматели, установившие солнечные панели, смогут реализовывать электроэнергию потребителям.

President approved the Development Strategy of New Uzbekistan for 2022-2026

A Presidential Decree has approved a State Programme for Implementation of the Strategy of the Development of New Uzbekistan (the “Strategy”). According to the Strategy:

• Starting from July 1, 2023 a three-year moratorium is imposed to the introduction of new types of liability and penalties in respect of business entities,
• Starting from July 1, 2023, the number of services provided remotely and through the Single Portal of Interactive Public Services will be increased, as well as the amount of state duty will be reduced,
• by September 1, 2023 the Ministry of Economy and Finance shall submit proposals on creating favorable conditions for the participation of the population in the stock market and the development of the capital market.

The document cаme into force on March 2, 2023.

Президент утвердил стратегию развития Нового Узбекистана на 2022-2026 годы

Указом Президента утверждена Государственная программа по реализации стратегии развития Нового Узбекистана (“Стратегия”). Стратегией устанавливается следующее:

• с 1 июля 2023 года установлен мораторий на введение новых видов ответственности и мер наказания в отношении субъектов предпринимательства;
• с 1 июля 2023 года будет увеличено количество услуг, оказываемых дистанционно и посредством ЕПИГУ, а также снижен размер государственной пошлины;
• до 1 сентября 2023 года Министерству экономики и финансов поручено внести предложения по созданию благоприятных условий для участия населения в фондовом рынке и развитии рынка капитала.  

Документ вступил в силу 2 марта 2023 года.

Attracting investment and industry development

On 27 February, the President held a meeting on investment attraction and industrial development of Uzbekistan. 

During the meeting the President instructed on following:

• to engage additional reserves in industries and regions, 
• to reduce production costs to improve competitiveness,
• to utilize foreign direct investment in the amount of 11 billion USD and establish targeted work with investors.

Also, the President emphasized the need to attract foreign consultants and the importance of mastering production in the textile, construction and pharmaceutical industries. 

Привлечение инвестиций и развитие промышленности

27 февраля Президентом было проведено совещание по вопросам привлечения инвестиций и развития промышленности в Узбекистане. 

В ходе совещания Президент дал следующие указания:

• задействовать дополнительные резервы в отраслях и регионах,
• снизить себестоимость продукции для повышения ее конкурентоспособности,
• освоить прямые иностранные инвестиции на сумму 11 млрд долларов и наладить адресную работу с инвесторами.

Также, Президент отметил необходимость привлечения иностранных консультантов и важность освоения производства в текстильной, строительной, фармацевтической отраслях.
