The President initiated administrative reforms

On December 21, 2022, the President of Uzbekistan - Shavkat Mirziyoyev signed a Decree on Measures to Implement the Administrative Reforms for the New Uzbekistan. 

According to the Decree, starting from January 1, 2023:

• The executive structure of the Cabinet of Ministers is changed,
• The number of independently operating government bodies is reduced from 61 to 28,
• The number of ministries is reduced from 25 to 21,
• Organizational structure of 24 state administration bodies is changed, and
• The system of direct interaction between the heads of executive authorities and the Prime Minister is being introduced.

The Decree also introduces such definitions as ministry, committee, agency and inspection.

Президент инициировал административную реформу

21 декабря 2022 года Президент Узбекистана - Шавкат Мирзиеев подписал Указ о мерах по реализации административных реформ Нового Узбекистана. 

Согласно Указу с 1 января 2023 года:

• обновляется исполнительная структура Кабинета Министров;
• количество самостоятельно действующих госорганов сокращается с 61 до 28;
• количество министерств сокращается с 25 до 21;
• в 24 органах государственного управления изменяется организационная структура;
• вводится система непосредственного взаимодействия руководителей органов исполнительной власти с Премьер-министром независимо от структурных подразделений.

Указом также закреплены такие понятия как министерство, комитет, агенство и инспекция.

Presidential Decree approves Uzbekistan’s investment programme for 2023-2025 

On December 28 the President approved the Decree on Measures to Implement the Investment Programme of Uzbekistan for 2023-2025. The main objectives of the Decree are as follows:  

• Consolidated target parameters for the development of centralised and non-centralised investments,
• Targets for investment and loan disbursement by sector and region.

The Decree also includes provisions for the investment programme for 2023:

• A consolidated targeted programme for the development of investments and loans,
• List of major production facilities and capacities to be commissioned,
• List of strategic investment projects,
• List of investment projects implemented with foreign loans on behalf of Uzbekistan or under the guarantee of Uzbekistan,
• List of investment projects implemented with foreign direct investment and loans,
• List of investment projects which require development, coordination and approval of pre-project and project documentation,
• List of prospective investment projects, the possibility of implementation of which will be worked out,
• List of new investment projects for which external public debt is planned to be raised.

Указом Президента утверждена инвестиционная программа Узбекистана на 2023-2025 годы 

28 декабря Президент утвердил Указ “О мерах по реализации инвестиционной программы Узбекистана на 2023-2025 годы”. Основными целями Указа являются:  

• сводные целевые параметры освоения централизованных и нецентрализованных инвестиций;
• целевые параметры освоения инвестиций и кредитов в разрезе отраслей и регионов.

Указ также включает положения об инвестиционной программе на 2023 год:

• перечень вводимых в эксплуатацию крупных производственных объектов и мощностей;
• перечень стратегических инвестиционных проектов;
• адресный перечень инвестиционных проектов, реализуемых с привлечением иностранных кредитов от имени Узбекистана или под гарантию Узбекистан;
• адресный перечень инвестиционных проектов, реализуемых с привлечением прямых иностранных инвестиций и кредитов;
• перечень инвестиционных проектов, по которым требуется разработка, согласование и утверждение предпроектной и проектной документации;
• перечень перспективных инвестиционных проектов, возможность реализации которых будет проработана;
• перечень новых инвестиционных проектов, по которым планируется привлечение государственного внешнего долга.

Differentiated System of Business Support

The President signed a Decree on the division of the territories of Uzbekistan into 5 categories according to the level of conditions and opportunities for business. Thus, from January 1, 2023 to January 1, 2026, a differentiated procedure of taxation shall be implemented.

Дифференцированная система поддержки предпринимательства

Президент подписал Указ по разделению территории Узбекистана на 5 категорий в соответствии с уровнем условий и возможностей для бизнеса. Так, с 1 января 2023 года по 1 января 2026 года внедряется дифференцированный порядок налогообложения.

Unified register of functions of state bodies

The Presidential Decree on the effective organization of the activity of state bodies has been adopted in the framework of the administrative reform.

In accordance with the Decree, an open register of the functions of executive authorities will be formed through the information system "State Functions". 

From January 1, 2023 all orders, decisions and decrees of the Ministry of Justice will be adopted and published through the electronic system “E-qaror” in test mode. Subsequently, this practice will also be introduced in all executive authorities.

В рамках административной реформы принято Постановление Президента по эффективной организации деятельности госорганов. 

В соответствии с Постановлением будет сформирован открытый реестр функций органов исполнительной власти посредством информационной системы “Государственные функции”. 

С 1 января 2023 года в тестовом режиме все ведомственные приказы, решения и распоряжения Министерства юстиции будут приниматься и публиковаться посредством электронной системы “E-qaror”. В последующем данная практика также будет введена во всех органах исполнительной власти.
