Programme for transition to "green" economy

A Presidential Resolution has approved a programme for the transition to a “green” economy until 2030 year. The main goals of the programme are increasing the production capacity of renewable energy sources, expanding green areas, introducing water-saving irrigation technologies and others.

Starting from June 2023, a “green certificate” system based on requirements to limit the environmental and ecological impact of product manufacture will be introduced.

Программа по переходу на "зеленую" экономику

Постановлением Президента утверждена программа по переходу на “зеленую” экономику до 2030 года. Основными целями программы являются увеличение производственной мощности возобновляемых источников энергии, расширение зеленых зон, внедрение водосберегающих технологий орошения и др. 

С июня 2023 года внедряется система “зеленых сертификатов” на основе требований по ограничению воздействия на экологию и окружающую среду при производстве продукции. 

President signed a Law on State Registration of Real Estate Rights

The Law prescribes the procedure for state registration of rights to land plots, buildings, structures, including unfinished construction objects, perennial plantations, enterprises as an asset complex.

Registration of rights to buildings and structures is made only after the registration of rights to the plot on which they are located.

The Law comes into force on March 01, 2023.

Президент подписал Закон о государственной регистрации прав на недвижимость

Законом установлен порядок государственной регистрации прав на земельные участки, здания, сооружения, в том числе объекты незавершенного строительства, многолетние насаждения, предприятия как имущественный комплекс.

Регистрация прав на здания и сооружения проводится только после регистрации прав на участок, на котором они располагаются.

Закон вступает в силу с 1 марта 2023 года. 

Improvement of the regulatory system for exchange trading

The President signed a Resolution to Expand Exchange Mechanisms and Improve the Exchange Trade Regulation System. 

In accordance with the Resolution:

• a system on prevention price hikes and artificial scarcity is being introduced on a domestic market,
• business entities will receive accreditation in the exchange system upon state registration, 
• foreign suppliers will be able to participate in public procurement without E-signature. 

In addition, the Resolution also identifies goods to be traded exclusively on stock exchanges between December 01, 2022 and January 01, 2024.

Совершенствование системы регулирования биржевой торговли

Президент подписал Постановление о расширении биржевых механизмов и совершенствовании системы регулирования биржевой торговли. 

В соответствии с Постановлением:

• внедряется система предотвращения резкого повышения цен и образования искусственного дефицита на внутреннем рынке;
• субъекты предпринимательства получат аккредитацию в биржевой системе при государственной регистрации; 
• зарубежные поставщики смогут принимать участие в госзакупках без ЭЦП. 

При этом, Постановлением определены товары подлежащие реализации исключительно посредством биржевых торгов в период с 1 декабря 2022 года до 1 января 2024 года. 

Business preferences introduced in the Tax Code

The State Tax Committee has prepared amendments to the Tax Code. 

The draft law proposes to cancel the application of higher property tax and land tax rates for vacant, non-used, non-residential and unfinished buildings. It also proposed to provide temporary tax breaks for enterprises in the electrotechnical industry. 

The draft law has to be considered by the Oliy Majlis.    

В Налоговый кодекс планируется внести льготы для бизнеса

Государственный налоговый комитет подготовил поправки в Налоговый кодекс. 

Законопроектом предложено отменить применения повышенных ставок налога на имущество и земельного налога по пустующим, неиспользуемым, нежилым и незавершенным зданиям. Также, предложено предоставить временные налоговые льготы предприятиям электротехнической отрасли. 

Законопроект передан на рассмотрение в Олий Мажлис. 

President reviewed proposals to simplify the auction of the land plots

The President has approved measures proposed to simplify the sale of land plots by auction, including:

• list for sale land in remote settlements on the basis of a master plan (instead of a general plan),
• reduce the  land offering process from 13 to 8 steps,
• reduction of the privatisation fee from 20 times the annual land tax to 10-5 times the annual land depending on the region.

Президент ознакомился с предложениями по упрощению выставления земельных участков на аукцион

Президент одобрил предложенные меры по упрощению продажи земельных участков с аукциона, включающие: 

• выставление земель в отдаленных населенных пунктах на продажу на основании мастер-плана (вместо генплана);
• сокращение процесса выставления земли  с 13 до 8 этапов;
• снижение пошлины за приватизацию с 20 кратного размера годовой суммы земельного налога до 10-5 кратного в зависимости от региона.

The Central Bank has proposed to improve collateral satisfaction system

The Central Bank has published for discussion a draft law on improving the system for the satisfaction of creditors' pledge claims. The draft law aims to develop out-of-court redemption of claims and proposes to give creditors the highest rights to pledged property. 

Also, the Central Bank will submit proposals for introduction of collection activities.

The draft law has to be considered by the Oliy Majlis.

Центральный банк предложил улучшить систему удовлетворения залоговых требований

Центробанк разместил на обсуждение законопроект о совершенствовании системы удовлетворения залоговых требований кредиторов. Законопроект нацелен на развитие внесудебного погашения требований и предлагает предоставить кредиторам наивысшие права на залоговое имущество. 

Также, ЦБ внесет предложения по внедрению коллекторской деятельности.

Законопроект передан на рассмотрение в Олий Мажлис.
