The President signed new Law on E-signature
On October 12, 2022 the President signed the Law on Electronic Digital Signature.
The new Law introduces, among others, the following:
- the ability to use electronic signatures through “cloud technology”;
- procedure for recognising foreign electronic signatures;
- issuance and registration of the e-signature certificate within 1 business day.
The document comes into force on January 14, 2023.
Президент подписал новый закон об ЭЦП
12 октября 2022 г. Президент подписал Закон об электронной цифровой подписи.
Новый Закон вводит, среди прочего:
- возможность использования электронной подписи посредством “облачных технологий”;
- порядок признания иностранных ЭЦП;
- выдачу и регистрация ЭЦП сертификата в течение 1 рабочего дня.
Документ вступает в силу с 14 января 2023 г.
The Cabinet of Ministers established rules of ethics and conduct of civil servants
The Resolution approves:
- Model Code of Ethics and Behavior of Civil Servants; and
- Model Charter of Ethics Committee.
In case of non-compliance with the code, a civil servant may be subjected to moral sanctions, including issuance of an official apology.
The state body ethics committee has the right to propose disciplinary sanctions.
All state bodies have to align their internal documents with the Model Code of Ethics and Conduct. by October 25, 2022.
Кабинет министров утвердил правила этики и поведения госслужащих
Постановлением утверждены:
- Типовой кодекс этики и поведения государственных служащих; и
- Типовой устав комиссии по этике.
В случае несоблюдения кодекса к госслужащему могут быть применены меры морального воздействия, включая принесение официального извинения.
Комиссия государственного органа по этике вправе предложить привлечение к дисциплинарной ответственности.
Государственные органы должны привести документы в соответствие с Типовым кодексом этики и поведения до 25 октября 2022 г.
Uzbekistan is ready to abolish trade restrictions within the CIS
During the meeting of the CIS Heads of State Council, the President announced Uzbekistan’s readiness to completely abolish the existing exceptions to the CIS free trade regime. The President also announced Uzbekistan’s decision to join to the Rules for Determining the Country of Origin of Goods (2009).
Узбекистан готов к отмене ограничений в торговле в рамках СНГ
В ходе заседания Совета глав государств-участников СНГ Президент заявил о готовности Узбекистан пойти на полную отмену имеющихся изъятий из режима свободной торговли в рамках СНГ. Также Президент сообщил о решении присоединения Узбекистана к Правилам определения страны происхождения товаров от 2009 г.
Mandatory standards in construction are abolished
The Cabinet of Ministers approved the Resolution on Simplification and Revision of Requirements in Construction Sphere.
According to the Resolution, the estimated resource standards will be recommendatory for business financing construction works at own expenses.
Starting from January 1, 2023 urban planning standards shall be reviewed and updated at least once every 3-4 years.
Отменены обязательные стандарты в строительстве
Кабинет Министров утвердил Постановление об упрощении требований к строительной отрасли и систематизации нормативных актов в области технического регулирования.
Согласно Постановлению, сметные ресурсные нормы будут носить рекомендательный характер для юридических лиц, финансирующие строительные работы за счет собственных средств.
С 1 января 2023 года градостроительные нормативы должны пересматриваться и актуализироваться не реже одного раза в 3-4 года.
Protection of immovable property rights will be strengthened
The Senate has approved the Law on State Registration of Rights to Immovable Property. The draft law establishes types of immovable property, rights and restrictions, sequence of state registration, pre-trial resolution of disputes, etc.
Currently, the document is under consideration of the President.
Усиливается защита прав на недвижимое имущество
Сенат одобрил Закон о государственной регистрации прав на недвижимое имущество. Законопроект устанавливает виды недвижимого имущества, права и ограничения, последовательность госрегистрации, досудебное решение споров и т.д.
В настоящее время документ находится на рассмотрении Президента.
Online registration of securities issue
The Cabinet of Ministers has adopted a Resolution on the Procedure for Registration, Amendment and Cancellation of Securities Emission. According to the Resolution, the services will be provided by Centers of Public Services and via Single Portal of Interactive Public Services (SPIPS).
Fee for registering the issue of securities is equal to 5 BCU, while fee for submitting an application through the SPIPS is 90% of that amount.
Онлайн регистрация выпуска ценных бумаг
Кабинет Министров принял Постановление о порядке регистрации, изменения и аннулирования эмиссионных ценных бумаг. Согласно Постановлению услуги будут оказываться Центрами гос. услуг и посредством Единого портала интерактивных государственных услуг (ЕПИГУ).
Сбор за регистрацию выпуска ценных составляет 5 БРВ, при подаче заявления через ЕПИГУ - 90% от данной суммы.
Mahalla will be able to collect taxes
On October 11, 2022, during a meeting, to address Mahalla issues independently the President announced the introduction of the Mahalla Budget system.
Starting from 2023, on an experimental basis, the functions of collecting property tax and land tax will be transferred to mahallas. Сollected funds will remain in the mahalla budget.
Махалля сможет собирать налоги
11 октября 2022 г. в ходе совещания Президент анонсировал внедрение системы “Махаллинский бюджет” для самостоятельного решения вопросов махалли.
В экспериментальном порядке с 2023 г. функции по сбору налога на имущество и земельного налога будут переданы махаллям. Собранные средства останутся в бюджете махаллей.
