The New Syrian Army member was a slaughtered along with two others who had their heads cut off in the distressing film.
The sickening video surfaced on ISIS channels yesterday and is called "Allah will be sufficient for you against them 2".
Jihadi degenerates are said to have filmed killings in ISIS-occupied "Wilaya al-Furat"on the Euphrates River bordering Syria and Iraq.
The original production starts with US President Barack Obama saying: "For the first time in eight years, there are no Americans fighting in Iraq.
"The American that have deployed to Iraq do not and will not have combat missions."
ISIS's video then shows footage which they believe contradicts Obama's claim.
Their film appears to making reference to reports that US aircraft are being used to ISIS militants from fleeing Kurdish, Turkish, and Iraqi troops who are fighting to retake Mosul.
ISIS's production also mention a US-led training program for rebels in Syria called the New Syrian Army.
The terror group claims it has a list of all the New Syrian Army members, before executing the three men they claim were fighting with the group.
Mosul is ISIS's last major stronghold and is the main industrial city in northern Iraq.
They left behind huge caches of US-made military equipment and supplies which they used to storm across hundreds of miles of Iraq and neared the capital Baghdad before being pushed back.
ISIS also plundered an estimated $500 million in cash and gold from the Central Bank of Mosul - which it has used to fund its military and terror operations.
However they are now beleaguered in the region after Iraq forces secured their foothold in the city.

ISIS has released a new beheading video showing three Iraqi men accused of 'spying for the enemy' being executed by terrorists on horseback.
The five-minute long clip shows three men dressed in orange tunics and trousers with their hands tied behind their back
Each of the three alleged spies is tied to an ISIS executioner on a horse, leading them to their deaths using a rope as a leash.

The professionally produced video starts by presenting a heavily polished version of 'life' in the Islamic State-occupied areas in Iraq and Syria.
It shows what appears to be clerks counting money, busy streets and fully stocked supermarket as well as happy children playing on the grass, one of them a toddler dressed in military fatigues.
It then moves on to show the various punishments carried out against those who break 'Islamic law', including stoning, public beheadings and limbs being cut off.

The footage of the execution is the last part of the video, showing Iraqi 'spies' sat on the floor of a prison cell
It also shows a man being thrown off a building, a 'punishment' known to have been carried out by ISIS against homosexual men.
The video then shows what appears to be Coalition forces' air-crafts, and an American voice can be heard saying 'enemy is in sight, they are all armed'.
It is not known where the audio has been taken from, but it makes it clear to non-Arabic speakers that the video refers to anti-ISIS airstrikes.
The following clips contains graphic images of injured and killed civilians, their deaths being blamed on airstrikes.
Next comes the footage of the execution, starting with the three Iraqi 'spies' sat on the floor of a prison cell.
A balaclava-wearing ISIS terrorist fetches the men, and they are then seen tied to the executioners on horseback who carry out the gruesome murders.

Graphic video posted online this week purportedly shows a group of Iraqi soldiers giving ISIS fighters a taste of their own medicine — tossing them off a cliff and pumping their bodies full of bullets as soon as they hit the ground.
The footage shows the broad daylight executions of at least two Islamic State militants, one of whom tries desperately to get away from his captors.
Iraqi officials are reportedly investigating the disturbing, two-minute clip after it was posted on Twitter Wednesday by the local blog, Mosul Eye.
“Executing the ISIS way,” the site tweeted. “Video allegedly shows ISF executing IS fighters, throwing them, then shooting in Mosul.”
The footage seemingly shows an ISIS fighter being held in a building and then dragged by soldiers to a cliff with a drop of at least 30ft. After a brief struggle, he is tossed to the ground below — where the body of a dead jihadist is already waiting.
The soldiers at the top then proceed to fire numerous rounds at the man, striking him several times and presumably killing him. It appears as if the other militant met the same fate.
The video comes amid mounting witness reports of torture and executions in Mosul — committed by Iraqi soldiers — after they managed to re-capture the city from the Islamic State.
While several media outlets have been unable to verify the video, the Human Rights Watch group said Thursday it was authentic and had been filmed in the Old City, along with several other executions.
“These horrific reports of mistreatment and murder have been met by silence from Baghdad, only further fostering the feeling of impunity among armed forces in Mosul,” HRW researcher Belkis Wille told the Guardian .
An Iraqi interior ministry spokesman said Thursday that if the video is, in fact, authentic that those behind the killings would be brought to justice.
“These abusive acts are war crimes and are sabotaging efforts to promote reconciliation in areas retaken from Isis,” explained Lama Fakih, deputy director of the Middle East and North Africa division of HRW.
