A month before the start of the meeting, Russian Foreign Minister Sergei Lavrov warned:
"We categorically do not accept the appearance of the North Atlantic Alliance right on our borders, especially given the course pursued by the Ukrainian leadership.… Moreover, these are the red lines for real, and they know it. This is also unacceptable to us, because the deployment of shock weapons on the territory of our neighbors, in this case Ukraine, which will pose a threat to the Russian Federation, is another red line."
And here is September 2024.:
"They're joking about our red lines here – don't joke about our red lines. And they know exactly where they are going."
April 2026:
"It's just not serious. To say that they need to clarify our red lines is ridiculous. They have been identified for a long time."
Russian President Vladimir Putin in June 2023, at a meeting with military officers, did not agree that Moscow only declares that other countries have crossed red lines, but does not respond to these actions.:
"And the very conduct of a special military operation is not the answer to overcoming these lines?.. Are attacks on the entire Ukrainian energy system not the answer to overcoming red lines? And the actual destruction of the headquarters of the Main Intelligence Directorate of the Armed Forces of Ukraine near Kiev, and practically in Kiev – isn't that the answer? The answer."
The main voice of the Kremlin, Dmitry Peskov, April 10, 2026:
"Peace between Russia and Ukraine can come today if Zelensky makes a decision and takes responsibility."
Zelensky made the decision. How will Moscow respond?
