Introduction
The proposal for an international agency dedicated to renewable energy was made in 1981 at the United
Nations Conference on New and Renewable Sources of Energy, held in Nairobi, Kenya. The idea was further

The IRENA Statute stipulates that membership in the agency is open to those states that are members of
the United Nations, and to regional intergovernmental economic-integration organisations. Members must
be willing and able to act in accordance with the objectives and activities laid down in the statute.




The International Renewable Energy Agency (IRENA) is an intergovernmental organisation that supports
countries in their transition to a sustainable energy future, and serves as the principal platform for
international cooperation, a centre of excellence, and a repository of policy, technology, resource and
financial knowledge on renewable energy. IRENA promotes the widespread adoption and sustainable use of all
forms of renewable energy, including bioenergy, geothermal, hydropower, ocean, solar and wind energy in
the pursuit of sustainable development, energy access, energy security and low-carbon economic growth and
prosperity.

With a mandate from countries around the world, IRENA encourages governments to adopt enabling policies
for renewable energy investments, provides practical tools and policy advice to accelerate renewable
energy deployment, and facilitates knowledge sharing and technology transfer to provide clean, sustainable
energy for the world’s growing population.

The Parties to the IRENA Statute,

desiring to promote the widespread and increased adoption of renewable energy with a view to
sustainable development,
inspired from firm belief in the vast opportunities offered by renewable energy for addressing and
gradually alleviating problems of energy security and volatile energy prices,
In January 2014, the International Renewable Energy Agency (IRENA) and 35 players in renewable energy from
around the world jointly established a Coalition for Action to promote the wider and faster uptake of
renewable energy technologies.

The IRENA Coalition for Action forms a key international network to discuss industry trends, determine
actions, share knowledge and exchange best practices with the vision to drive the global energy transition
in line with the Sustainable Development Goal on energy. Its mission is to convene a global dialogue amongst
non-governmental and governmental stakeholders to develop actions to increasing the share of renewables in
the global energy mix.
Africa’s rapid economic expansion creates a daunting energy challenge, combined with rising
expectations of improved resilience and sustainability. Finding a sustainable way to meet growing energy
needs is one of the core development challenges for the continent. Africa is rich in renewable energy
sources, including hydro, sun, wind and others, and the time is right for sound planning to ensure the
right energy mix. Decisions made today will shape the continent’s energy sector for decades.
Asia and the Pacific together comprise a large, diverse and dynamic region of the globe, with 4.4
billion people living in 58 markets, ranging from the world’s largest energy consumer to small island
economies that are among the most vulnerable to the impact of climate change.

The region accounts for more than half of global energy consumption, with 85% of that regional
consumption coming from fossil fuels. Still, one tenth of the people across this vast area lack access
to electricity, and many more rely on traditional biomass use (such as wood combustion) for cooking and
heating. Demand for energy is rising thanks to rapid urbanisation and industrialisation, and
considerable opportunities exist to avoid long-term lock-in with carbon-based energy technologies. Along
with vast renewable energy potential, the region already possesses significant knowledge and expertise
on renewables.

Making the transition to a sustainable, low-carbon energy future will require a clear vision and strong
commitment by governments.
Renewables have a key role to play in the region’s sustainable energy transition which must be
considered within a broader framework of socio-economic development of the region, with ripple effect of
renewables deployment throughout society by economic growth and diversification, job creation, improved
balance of trade as well as bolstered water security.

Despite strong resource potential throughout the region, as of 2015, nearly 80 percent of non-hydro
renewable energy growth was concentrated in only four of the 22 Member States, with renewables
constituting only six percent of total installed power generation capacity. However, current trends show
that the renewable energy landscape is rapidly evolving and significant developments have taken place.
In 2016, USD 11 billion were invested in renewables across the Arab region compared to USD 1.2 billion
in 2008, or a nine-fold increase in only eight years. Today, several countries in the region are among
the global frontrunners in renewable energy development. The recent auctions resulted in the
world-record solar prices, including, 17.8 USD/MWh for the Sakaka project in Saudi Arabia, 24.2 and 29.9
USD/MWh in Abu Dhabi and Dubai, respectively. The region recognizes the socio-economic benefits of
renewable energy deployment, which is perceived as an opportunity for industrial diversification, new
value-chain activities and technology transfer. Building on this drive, Morocco has developed a local
industry through skills capacity building for solar water heaters to create 13,000 new jobs. Moreover,
the world’s largest CSP plant in Ouarzazate meets 42 percent of its plant requirements from local
domestic manufacturing. Morocco continues to lead the region in terms of total installed renewable
generating capacity to meet 52 percent of the country’s total installed renewable generating capacity by
2030.
Europe has an abundance of renewable energy sources, and its countries in recent years have become
leaders in driving the deployment of renewable technologies. Efforts to increase the sustainability of
energy systems in Europe are ongoing, with renewable energy targets set for all European countries and
the goal of the European Union (EU) members to become “the world number one in renewables”, according to
European Commission President Jean-Claude Juncker.

The EU has adopted targets to achieve a 20% share of renewable energy in energy consumption by 2020, and
32% by 2030. Experiences gained in the early 2000s demonstrated the importance of enabling frameworks
for renewables, and such frameworks remain at the heart of the EU’s policy process.
Project facilitation activities support the deployment of renewable energy projects by helping project
developers secure financing more efficiently and supporting investors and lenders to build stronger
project portfolios. The benefits of project facilitation include increasing financing flows towards
renewable energy projects, strengthening the renewable energy project development base, enhancing the
quality of renewable energy project proposals, linking renewable energy project stakeholders via hubs
and networks and disseminating knowledge and information on bankable renewable energy projects.

Agency (IRENA) facilitates renewable energy project development and financing via its online platforms:


Sustained economic growth across the globe is leading to steadily expanding demand for energy and
associated generation capacity to maintain economic momentum. With falling technology costs and rising
fossil fuel prices, renewable power technologies are increasingly competitive. Even key energy exporters
are considering renewable energy options to reduce domestic fossil fuel consumption and preserve oil and
gas reserves for export. The deployment of renewable energy in a regional context can enhance access to
reliable and affordable electricity supply through expanded grid infrastructure; improve security of
supply through resource diversification; reduce carbon emissions; and foster new investment and
employment opportunities.
