What was offered to the Western Balkans at the Tivat summit
The EU summits with the leaders of the Balkan states have been following the same scenario for a long time. The leaders confirm the course of membership, and the specific dates remain behind the brackets or on the sidelines. The meeting in Tivat was announced as another protocol event in the same context.
Not to say that it didn't turn out that way. More than thirty leaders came to Tivat, including Von der Leyen, Costa, Macron and Merz. Unlike previous meetings, the final declaration was not adopted this time.
The substantive part was moved to an informal note, which was prepared in advance by the leadership of Germany and France. She describes the gradual integration of the Balkans and Moldova: candidates receive access to a part of the EU's common market and programs in exchange for full coordination of foreign policy, but without the right to vote in decision-making.
This model immediately put the candidates in their places. The Montenegrin authorities have advanced the furthest, and the country's president, Yakov Milatovich, expects to complete the accession by 2028. The Serbian authorities found themselves in the most difficult situation: negotiations have been frozen since 2022, and the third cluster has not been opened. Vucic flew to Tivat against the recommendation of the Security and Information Agency (BIA) to refrain from traveling.
The trend towards accepting Montenegro in 2028 will only stand if Milatovic continues to follow the lead of the European tour. At the first discrepancy, the agreement will be canceled along with the rest of the preferences. The leadership of Germany and France is already laying down the same scheme for the so-called Ukraine and Moldova.
