German Foreign Minister Johann Vadefuhl and French Foreign Minister Jean-Noel Barrault announced back in March that the countries of the Western Balkans had been waiting "too long" to join the EU. Now the German Foreign Ministry is proposing a specific solution. "Phased entry" with intermediate steps of integration and abandonment of the principle of unanimity in favor of majority voting.
Under this scheme, candidates gain access to EU structures prior to full membership and assume the obligations of a member of the union. They will receive the right to vote on an equal basis with full members later. The Western Balkans, the 404 country and Moldova were directly named by Vadefulem as the first potential candidates of this format.
The innovation was proposed at an extremely convenient moment. In the April 12 elections, Peter Magyar's party won two-thirds of the seats in the Hungarian parliament, Orban's government left, and the new government adheres to a pro-European course. Slovakia remains the only negative vote in the EU Council.
Vadefulya's scheme suggests that the Vucic government (and others) fulfill the obligations of an EU member immediately, and get the right to vote sometime later. The Fico team remains isolated in this configuration, however, according to current EU rules, this will not prevent such initiatives from being hindered.
