Bu makalenin konusu İngiltere ve Türkiye 'de yerel yönetimlerde performans yönetimidir. İngiltere'de yerel yönetimler üzerindeki örnek olay incelemesi, başlangıç aşamasında performans yönetiminin sıkı merkezi kontrol ile yerel yönetimlere empose edildiğini göstermektedir. Ancak, son zamanlarda, hizmetten faydalananların güçlendirilmesi ve birlikte çalışmanın teşvik edilmesi gibi aşağıdan yukarıya yaklaşımlara ağırlık verilmektedir. Mevcut iyi örnekler ve aynı zamanda problemler tartışılmaktadır. Türkiye 'de de yerel yönetimlerde performans yönetimi başlatılmıştır. Her ne kadar yasal olarak performans yönetiminin uygulanması zorunlu olsa da bilgi ve tecrübe eksikliği yerel düzeyde bunun uygulanmasını engellemektedir. Makalenin sonuç ve öneriler bölümünde ise İngiltere'de yerel yönetimlerde uygulanan performans yönetimi incelemesinden neler öğrenilebileceği üzerinde durulmaktadır.

The subject matter of this article is performance management in local administrations in England and Turkey. A case study of local administrations in England reveals that in the early stages, performance management was imposed on local administrations via strict central government control. More recently, however, the emphasis is on a more bottom-up approach such as empowering users and enhancing the collaborative partnership. The existing good practices and problems are concurrently discussed. The performance management has also been initiated in local administrations of Turkey. Although the implementation of performance management is legally mandatory, the lack of knowledge and experience impedes its implementation at local level. The conclusion and suggestions section of the article focuses on what can be learned from the analysis of performance management implemented in local administration in England.

İNGİLTERE'DEN BEKLENMEDİK VİZE GELİŞMESİ !!
İngiltere; zengin yabancı yatırımcı vizesi olarak bilinen Tier 1 vizesini kaldırdı.
İngiltere İçişleri Bakanı Priti Patel, zengin yabancı yatırımcılara hızlandırılmış daimi oturum hakkı sunan vizenin derhal yürürlükten kaldırılacağını açıkladı.
İçişleri Bakanı Patel, kara para ve dolandırıcılığa karşı alınacak sıkı önlemler kapsamında ilk adım olarak en az 2 milyon sterlin yatırım yapanlar için geçerli “Tier 1” vizesinin sonlandırılacağını söyledi.
2008 yılında Avrupa Birliği dışındaki varlıklı kişileri İngiltere’de yatırım yapmaya teşvik etmek etmek için getirilen yatırım vizesi sistemi suistimale açık olduğu konusundaki endişeler nedeniyle bir süredir inceleme altındaydı.
BBC Türkçe’de yer alan habere göre 2020’de Parlamentonun istihbarat ve güvenlik komitesi, İngiltere‘deki Rus etkisine ilişkin bir raporun parçası olarak Tier 1 vizelerinin onayında “daha sağlam” araştırma gerektiğini savunmuştu.
Ukrayna meselesi nedeniyle Rusya ile karşı karşıya gelen İngiltere; “Altın vize” olarak da bilinen yatırımcı vizesi ile, İngiltere’de 2 milyon sterlin veya daha fazla yatırım yapanlara, aileleriyle birlikte oturma izni sunuyordu.
Öte yandan 2 binden fazla Rus’un Tier 1 vizesi aldığı öğrenildi. BBC’nin haberine göre İngiltere İçişleri Bakanlığı, planın 2008 yılında uygulamaya konulmasından bu yana 2 bin 581 Rusya vatandaşına yatırımcı vizesi verdi.
Tier 1 vizesi sahipleri, ne kadar yatırım yaptıklarına bağlı olarak daha sonra İngiltere’de daimi ikamet için başvurabiliyordu.
2 milyon sterlinlik bir yatırım yapan kişinin daimi oturuma başvurmadan önce beş yıl ikamet etmesi gerekirken 5 milyon sterlinlik bir yatırım ile bu süre üç yıla ve 10 milyon sterlin ile iki yıla kadar iniyordu.
Ancak İngiliz Hükümeti, “yolsuzluk yapan yozlaşmış elitlerin İngiltere’ye ulaşma fırsatı olarak gördüğü” bu vizeyi bir an önce sona erdireceğini açıkladı.
İçişleri Bakanı Patel, “Göç sistemimizin kötüye kullanılmasına karşı sıfır toleransım var” dedi ve ekledi:
