You say "fingers crossed" to someone to show them that you are hoping they will be successful, or as a way of saying 'with luck'. If someone is keeping their fingers crossed, they are hoping for success or good luck. 

I'm keeping my fingers crossed that my wife-to-be doesn't get cold feet again.

That figures 

You say "that figures" when you think that what someone has just said makes sense, based on what you already know. 

-A: "It turns out he'd been acting so strange because he had lost his job and was too ashamed to tell anyone."
