Entrepreneurs who hire university graduates will be provided with preferential loans
According to the Presidential Decree (No. 328, dated November 3, 2025), amendments and additions were made to Decree No. PQ–61 “On additional measures to promote the employment of higher education graduates.”
According to the amendments, entrepreneurs who employ university graduates will be granted loans of up to 5 billion soums for a period of 7 years, with a 2-year grace period, at an interest rate 4 percentage points higher than the Central Bank’s base rate.
The preferential loan is issued on the condition that the entrepreneur hires at least one graduate for every 1 billion soums of allocated funds.
The loan is intended for projects in the production and service sectors — for purchasing fixed assets and replenishing working capital.
If the employment contract between the entrepreneur and the graduate (who was the basis for obtaining the preferential loan) is terminated within two years, the loan interest rate will be changed to the commercial rate from the date of termination.
However, this does not apply if another graduate is hired within one month to replace the dismissed employee.
In addition, a competition for the best startup and innovative projects will be organized among graduates.
Winners of the competition will receive grants of up to 1 billion soums, provided they employ at least two graduates.
