By your second daily login after you name the Kubrow, it will mature, and you can get the collar (if that's your first puppy that reached adult) Do note that putting the not-adult Kubrow in stasis won't make them mature, even if you passed the 2 daily reset.
I'm assuming by mature time you mean the time from the egg hatching, to the time where the kubrow can be used in fights. That took 2 days for me.

By wait for it to mature, it mean the kubrow need to be full size, then bring it to the designated quest area to do a loyalty quest, basically kill grineers. Then you will be granted a collar and the quest should be completed.

There seem to be a lot of people that thought they would mature the same day they hatch. Let me ask you this: do you really think DE would spend the time to model and animate the pups if they were gone so quickly? In general you can get the Kubrow quite early into the game. You have to start and complete the quest Howl of the Kubrow. Pretty easy, first you get the incubator segment. Then get a Kubrow egg.

Once the incubation process has begun, it takes 48 hours for the egg to hatch, and then 2 daily resets (happens at 8pm EDT) to mature. Make sure your kubrow is not in stasis during the resets, or it won't count.
