The number of nurses working in a hospital is hugely variable. It depends on how many beds, what type of beds, how the shifts are broken up, and nurses working in administration type positions. An example of how complex this can be: shifts…. 8 hour shifts vs 12 hour Shifts. If a floor needs 5 nurses per shift, 12 hour would require 10 per day, 8 hr would require 15. Also, you need a large enough staff to cover weekends as people can’t work 7 days a week. Next challenge is beds and acuity. Med/Surg generally is 4–6 patients per nurse, Progressive care/step-up/down, generally 3–4 per nurse, ICU

The number is carefully calculated by bean-counters who look at the number of beds, the standards that the healthcare organizations recommend and then subtract by a factor of two, and how much money said nurses will cost the hospital so that the presidents and others in the upper echelons can continue their standards of life.
The ANA in the USA states: This is a decisive moment for our health care system, and the American Nurses Association is leading the conversation to address the nation’s nurse staffing crisis and improve health care for everyone.

As the largest staffing group — at almost 40% of operating costs –— nurses have been an easy target for reduced hours and other cutbacks. But those cuts come at the expense of patient well-being and nurses’ safety.
Nurse staffing levels are critical to optimizing quality of patient care, improving care outcomes, and long-term cost containment. In the face of nurse staffing shortages, an aging population and increased patient complexity, ANA and its members are taking action.
But there are a few bugs left in the system: all branches of health care have shortages, both nationally and worldwide. And there are never enough to do what is necessary, with more aging, dying because of Covid-19, and just plain burned out.
