Panama wil be a lot cheaper. In the areas where the "decent" hookers are working you will be safer in Panama. You chances of picking up amateurs is better in Costa RIca but that really means you will be paying more to avoid a clear cut billing, you will be paying through your nose to avoid admitting what you are doing.
Finally a question worth answering!
In Panama prostitution is legal, so there are legal prostitutes that carry health permits that allow them to legally engage in prostitution. However this doesn't apply to street hookers. This applies to prostitutes that work out of licensed gentlemen clubs or massage parlors.
Most of the prostitutes in Panama are from Colombia. You may also find some Dominicans, Nicaraguans, and now even some Venezuelans are making their way to Panama.
The best clubs are: Elite, Le Palace, and Miami. Girls there will set you back anywhere from a 100 to 300 dollars plus the house tax (that will depend on what you're drinking - if you drink expensive booze or Champagne you might avoid the house tax)
Massage Parlors - I only recommend Golden Times. The all inclusive price is 84 bucks if you do your stuff in the place. If you want to take the girls to your hotel it's a 120.
There's also a place called La Bodeguita. That's where you'll find girls that used to work at the clubs, and are staying on their own for an extra tour of duty! That's just to say that the girls are good looking, but they are on their own so don't expect these girls to have their weekly mandatory check ups as the licensed girls.
I don't know the details in Costa Rica, but I've been there a lot of times.
Hotel Del Rey is one of the most famous places to get hookers. The girls are good looking and even some of them speak some English. I guess that's one of the things that caught my attention. In Panama the girls hardly speak English, however you may find that in Costa Rica the girls do speak a lot more (or they try harder).
The other place I visit every time I go is Tango India. The place is modeled like an old hangar, and they have an old Convair CV-240 fuselage that you can rent out and have fun in there with the girls. All the girls are good looking, and they know how to make you feel good!
There's a spot near the airport called D'Pelufus. Try to go there with a local if you can or a guide. They have a good girl-girl show. I mean they really get it on! Get there early, ask to sit where the girl show takes place and don't get up until you see the show. You won't be disappointed.
There are some other places like Hollywood, but I haven't visited those.
Most of the girls in Costa Rica are either locals, Nicaraguans or Colombians. But you will have a greater concentration of Central American girls than in Panama.
So to wrap it up. Beautiful girls in both countries. Good places to get what you're looking for in both countries.
I do think the girls in Costa Rica work more for their stuff than the girls in Panama, so they tend to be more loving! However the girls in Panama are very professional and will show you what they are made of, so you take your pick!
