Does anyone have any good links and tutorials on how to make a GOOD device?

I would love to purchase a DTR or TLC tugger; however, I'm kind of tight on budget due to college costs. (So it's a good thing I didn't get the DTR :/ )

But something very cheap and cost effective?

I have a few videos demonstrating methods that just use stuff you can find in local stores or your medicine cabinet (o-rings, baby bottle nipples, tape). Of course, these depend on how much skin you have to work with. You can find my other videos from my recommended method here: https://vimeo.com/142565272

Honestly I've never understood this. A well made device has tons of research put into it, years of trial and error etc. You'll be frustrated endlessy trying to make things work, and will likely invest WAY more than the cost of a good device on crappy supplies and inventing several things yourself.

The cost divided by the number of hours worn and the resulting benefit is virtually nothing, we're talking pennies per day. Just buy a device!!
Started CI-0 with no movable skin and 0% FEC

Currently at CI-4 with 64% FEC

Sorry, no. The TLC-X body is wholly different. And it uses a wide-opening retaining cone (you could request a TLC-X compatible cone for your TLC Tugger). At least the same straps can always be used.
Get the X because it's ALSO a tugger. (I have both and wish I'd just bought the one). Best bang for the buck. While you wait, start taping.

Make sure you're accurate with sizing. Originally I ordered the wrong size and was for 2 years in constant discomfort until I ordered my X and found this out.

From Madrid, Spain. Restoring with T-Tape, Manual, TLC & TLC-X since Jan 2014. Started as a CI-2, currently between CI-4 and CI-5 depending on the day.

I took one of those silicone rubber inflation bulbs and cut it in half leaving a nipple to plug a hose onto. The other half made a ring by cutting off the larger section. It can hold itself in place if I put tension around the base of the penis shaft, so I used one of those stretch hair ties doubled over. The tension from the hair tie keeps the cone from sinking when there is air pressure inside the skin that is pushing the cone/cap upwards. A one way air valve in the inflation hose keeps the pressure.

I attach the hose, then use a different inflation bulb to push air into the device which stretches the skin. This method works better than blowing into the tube because it can create more pressure, faster than my lungs.

just had it on for 15 minutes with damn good results.

Just sharing in case anyone wants to build their own.
You want to be careful. That thing looks crazy tight. Especially the band at the bottom. You may cut off circulation for too long and THAT will be counter productive, even dangerous. Ever hear of ischemia? Plus, it looks scarily like a plastibell circumcision device!
I use a home made inflation device which also uses direct air. I cover the urethral meatus with a disc cut from Saran Wrap to stop air entering the urethra. If you are getting good, even pressure, you do not need the elastic back stop. It is unnecessary as you can only inflate to the point where your inner skin joins the shaft. Also, for me, pressure at the "joining point" inside my inflated skin has prompted the best inner skin growth of any method I have used (and I have tried them all). I still mix up methods as I aim for a covered erection using weights, the Cat II Q and inflation.
