Because at the time playing cards were manufactured manually and separately, and only artistic craftsmen were able to create them, only the wealthy had access to them which was why they were so popular for the common man.

India, Ancient Persia and Mesopotamia were all cradles used for games of chance. It is believed that backgammon is an ancestor of these regions.
