Health care insurance?

Allstate"I suddenly hit on a car that was parked. No injury to my vehicle. Damages towards the auto that is other total up to about $900. I wont be spending a deductible and have liability insurance with USAA. Our driving history has not been dirty for 12 years. Should I just payout of wallet or file the state with insurance ?? The one who possessed the broken car is actually a neighbor and claimed they wont document a claim basically pay them immediately
