Note [1]: The Arabic word is المؤتمر الشعبي which could be translated in English to "Popular Congress". However, for the sake of clarity of meaning, as a congress often implies delegates or representation, and popular may have another adjective meaning, our preference is for "People's Conference" at the fundamental basic level. The meaning of conference implies deliberations and "conferring" which is what occurs among the members of the people's conferences as they enact legislative decisions. At the regional and national levels the secretariats of the People's Conferences convene to carry the results not as representatives but as delegates to faithfully carry the results of deliberations of their People's Conferences. Those convocations, where the legislation is not initiated, but rather collated, can appropriately be called "People's Congresses".

In the English language literature on The Green Book and the Third Universal Theory, and in various translations of The Green Book, any of these terms are used for المؤتمر الشعبي: popular congress, popular conference, people's congress, people's conference. This should cause no confusion if it is understood that all these refer to the same.
