Gleichzeitig mit dem Patriziat bildete sich am anderen Pol des städtischen Lebens eine Bevölkerungsgruppe, bestehend aus unglücklichen Lehrlingen, Tagelöhnern und Bettlern, die man Plebejer nannte. Den Platz zwischen dem Patriziat und den Plebejern nahmen die mittleren Schichten der städtischen Bevölkerung ein - Handwerker, die in Werkstätten vereint waren, kleine und mittlere Kaufleute. Infolgedessen wurde das Wort "Bürger" nicht nur im weiteren Sinne verwendet - "alle Städter", sondern auch im engeren Sinne - "die mittleren Schichten der städtischen Bevölkerung".
Trotz innerstädtischer Konflikte und vergleichsweise geringer Einwohnerzahl (selbst im 14.-15. Jahrhundert betrug die Einwohnerzahl der größten deutschen Städte Lübeck und Rostock nur 20.000 Einwohner; eine Stadt mit 10.000 Einwohnern galt als bedeutend; es waren viele Städte bewohnt von 2-3 Tausend Bürgern), waren sich die Bürger ihrer Standesgemeinschaft bewusst und erlangten erhebliche wirtschaftliche Macht und politischen Einfluss. Diesem wachsenden Einfluss der Städte wurde von den europäischen Monarchen Rechnung getragen. Im Kampf gegen die großen Feudalherren versuchten sie, die Bürger auf ihre Seite zu ziehen. Dies war nicht schwierig, da die Stadtbewohner ein vitales Interesse an der Zentralisierung des Landes hatten. So zeichnete sich beispielsweise der französische König Ludwig XI. (siehe Artikel „Ludwig XI.“), der eine große Rolle bei der Einigung Frankreichs spielte, durch besonderes Vertrauen in die Bürgerschaft aus. In einfache Kleidung gekleidet, wanderte Ludwig XI. gerne über die Plätze der Stadt und lauschte den Gesprächen der Bürger. Einer der Gehilfen des Königs war der Pariser Kaufmann Tristan Hermit, engster Berater war der Barbier Olivier. In einigen Ländern waren die Bürger an der öffentlichen Verwaltung beteiligt. In England geschah dies erstmals im Jahr 1265, als zwei Bürger aus jeder Stadt zusammen mit Vertretern der Feudalherren und des Klerus in das neu geschaffene Parlament eintraten. Der König von Frankreich, Philipp IV. der Schöne, lud 1302 zwei Abgeordnete aus jeder Stadt in die Generalstaaten (ein staatliches Gremium ähnlich dem englischen Parlament), das 1. Parlament, ein, und die Generalstaaten sollten hauptsächlich den Königen bei der Regierung helfen Steuern zu erheben.

Aber die Gunst des Königs gegenüber den Bürgern war unbeständig. Derselbe Philipp IV. Fürchtete die übermäßige Stärkung der Bürger, deren Spitze in ihrer Lebensweise anfing, Feudalherren zu ähneln. Durch sein Dekret war es den Bürgern verboten, Hermelinpelze und Eichhörnchen zu tragen, Kleider mit Gold und Edelsteinen zu schmücken und Wachskerzen im Haushalt zu verwenden. Dasselbe Dekret legte auch die maximale Anzahl von Gerichten fest, die die Bürger zu Hause servieren durften. Und selbst der „Bürgerfreund“ König Ludwig XI. verriet die Lütticher Bürger, die sich auf eigene Faust gegen Karl den Kühnen auflehnten, sobald sich die politischen Interessen des Königs änderten.
Spielten in England und Frankreich die Bürger eine wichtige Rolle bei der politischen Einigung des Landes, so drückte sich in Deutschland, wo eine solche Einigung nicht stattfand, die Stärke und Bedeutung der Bürger in der Bildung einflussreicher Vereinigungen von Handelsstädten aus . Die berühmteste davon war die sogenannte Hanse, die die Kaufleute von mehr als 70 deutschen Städten vereinte und den gesamten internationalen Handel in Nordeuropa übernahm.
Der ständige Kampf um ihre Rechte stählte die Bürger, stärkte ihr Selbstwertgefühl. Starke Mauern und Türme schützten sie vor Feinden. Der monumentale Bau des Rathauses und der majestätische Dom auf dem Marktplatz zeugten deutlich von den erkämpften Freiheiten und Rechten der Bürger. Die Bürger verteidigten eifrig ihre Rechte und blickten zuversichtlich in die Zukunft. Sie hatten einen nüchternen praktischen Geist, sie spürten die schöpferische Kraft der Arbeit, sie schätzten besonders den menschlichen Einfallsreichtum. Die Bürger liebten jene kunterbunte Alltagswelt, die sie tagtäglich umgab und deren vollwertige Herren sie waren. Nicht ritterliche Schlösser mit ihrer schweren Pracht, keine düsteren Klöster, sondern der städtische Markt, eine Handwerkswerkstatt, ein bescheidenes und ordentliches Haus, ein Handelsschiff, ein Werkstattkeller waren ihre gewohnte Umgebung. Hier floss ihr Leben in Kampf, Arbeit und manchmal in lärmenden Spaß. All diese Tuchmacher, Küfer und Schuhmacher, die die Pracht mittelalterlicher Städte schufen, hatten absolut nichts mit exquisiter Hofetikette zu tun.
