Laughing at small penis is simply a way to be mean and to put down a guy in an unfair manner. In movies, you may have seen such scenes before. It is usually an attractive female character (with a mean and cruel streak) who does this to a typically male loser character. It may seem funny to some but it can be pretty humiliating if it is you at the receiving end of this "laughing at small penis" treatment.
Unfortunately, in real life, it does happen to even the best of guys. So if it happens to you and the woman just laughs at what she claims is your small penis size, here are a few things that may help you:
1.   Realize that there is usually a mean, cruel non-sexual intention when a woman does this to a guy. This can be anything from wanting to get back at the guy for some possible perceived past hurt or simply from an unhealthy ego that just cannot resist trying to crush those it deems to be "below their stature". These women are simply socially unbalanced and will laugh at small penis or big penis alike. In some cases, they just want to make guys feel sexually small in order to feel big themselves. The best thing to do if you know such women is to avoid them and get on with much better women instead.
2.   Take another look at the situation to make sure it is what you first think it is. Sometimes our perception plays tricks on us, especially when it comes to sex and sex related situations. So take another look and see if what you think is a woman making fun of your so-called small penis is actually that. Sometimes you will find that it's not that. Instead, it's just the women giving you a lighthearted and loving teasing. Maybe it's not meant to put you down but instead to playfully challenge you. This is good because it shows you that the woman views you in a sexual way and may be open to sexual engagement with you. So pay close attention and see what is actually happening and verify it before you come to any conclusions. You might find that she is just expressing her sexual interests by pretending to be laughing at small penis. That can be a pretty good sign!
3.   If you feel severely affected by such an unfair treatment, you may want to take this as a sign that your sexual self-image needs some rebuilding. Take this opportunity to look at yourself as an all rounded person and realize that you are actually much more than you may have thought you were. And start to build your sexual self image from there. Conversely, if you are confident of your manhood and sexual prowess, you will easily laugh off such obviously childish attempts to question your masculinity.
