Modern power system faces high risks of multi-period uncertain attacks, call for effective countermeasures. In this paper, we propose a hybrid robust tri-level defender–attacker–defender (DAD) model to mitigate the multi-period attack risk by minimizing the expected load loss for the power system. The proposed model integrates the N-K criterion and attack scenario uncertainties to provide a resilient defense strategy. It also considers the optimal allocation of offensive resources during multi periods of an attack to develop a more practical defense to develop a more practical defense strategy. The column-and-constraint generation algorithm is applied to derive its optimal solutions. Extensive case studies using the IEEE RTS79 and RTS96 systems are conducted to validate the effectiveness of the proposed approach.

With the massive adoption of advanced communication, computation, and information technologies, modern power systems have become typical cyber-physical systems featured significantly enhanced efficiency and intelligence. However, the coordination of cyber and physical layers introduces the risks of cybersecurity threats, which might compromise the power system performance or even cause the entire system to collapse. In April 2013, the malicious snippers attacked the Metcalf substation in California, USA, which damaged 17 transformers, resulting in enormous economic losses [1]. In 2015, an automatic malware cyber-attack attacked Ukraine’s power system, which led to a long-period of blackout for approximately 225,000 residents [2]. In May-July 2017, cyber-attackers attacked a nuclear power plant of the U.S by launching digital attacks [3]. The nuclear systems became much more vulnerable due to network infiltration. These occurred incidents and their severe consequences have raised extensive concerns about potential cybersecurity threats. Moreover, more intelligent malicious attacks are emerging that can deteriorate power systems in a concealed manner by bypassing common detection measures. Therefore, the cybersecurity of power systems depends on the development of effective countermeasures against diverse cyberattacks.
