Afghan border tribesmen celebrate heritage of war / A 'Kalashnikov culture' for Pakistan's Pashtuns
Keep going! Reading helps improve memory!
2001-11-18 04:00:00 PDT Malakand Agency , Pakistan -- Brawny, tough and heedless of pain, movie actor Badr Muneer is the ultimate alpha male and paragon for Pashtun tribesmen.
Movie posters show him toting a gun and sporting a blood-soaked bandolier of bullets around his barrel of a chest. His action films are featured in every movie house in the frontier towns along Pakistan's border with Afghanistan. For the local sheepherders, smugglers and sugar cane workers in this scrubby rangeland, he's the perfect icon of their own rugged individualism.
"We are a Kalashnikov culture," said a local auto mechanic. "Every Pashtun has an AK-47 and two or three other guns."
It is also a culture that has long supported fellow Pashtuns next door in Afghanistan -- including the Taliban militia.
Off-limits to foreigners and deemed dangerous by Pakistan's police, Malakand is a typical tribal area -- one of seven established by the British in the 19th century -- where outdoor fruit vendors, grilled meat stands, religious seminaries known as madrassas and small gun factories line the dusty road to the Afghan border.
These days, the resale market for automatic weapons is booming.
Gun control is a foreign concept in a society where veiled Pashtun women are known to pull a pistol -- and the trigger -- to ward off unwanted male advances.
Equally foreign is the notion that Osama bin Laden might be a rogue terrorist. The world's most-wanted man is a local hero, the closest anyone can come to becoming an honorary Pashtun. "Osama zindabar" ("Osama forever") has been an oft-repeated chant at the many anti-American protests in these parts.
To schoolteacher Sadrul Islam , members of the Taliban and the al Qaeda terrorist network are comrades-in-arms who made noble sacrifices in the 10- year war against Soviet occupation and the subsequent five-year civil war in Afghanistan, where he volunteered to fight in 1988. Today, he says, many of his former students are volunteering for their generation's war against a foreign invader, even if the current situation in Afghanistan looks bad for his cause.
"We will take the fight to U.S. troops and American interests in Pakistan," Sadrul said in a calm baritone voice. "We are not afraid of dying, and we are prepared to carry out suicide attacks."
Pashtun hostility to the U.S. campaign is rooted in three Afghan wars against the British army and recurrent insurrections, one of them wiping out an entire British brigade.
"The 'Anglais' are back again with the American-British attack on the Taliban," said truck driver Farhas Haq . "The Afghans will defeat them just like they beat Genghis Khan , the British and the Russians."
The locals proudly show off the ruins of a fort where their forefathers managed to wound a young journalist named Winston Churchill , who avoided an early grave in the huge British cemetery near the Khyber Pass.
While Pakistan, which has sided with the United States, has cracked down on fundamentalist movements in some border areas with Afghanistan, its influence does not run far in areas like Malakand.
Legal boundaries don't apply either. The tribal agencies have a strong interest in keeping open the Afghan border for trade. A new Toyota Landcruiser costs two-thirds less inside Afghanistan than in Pakistan, due to lower import duties.
"Pakistan's law does not apply here; we make our own law," said Faijullah Jan , a businessman and Pashtun activist. His grandfather is a malik, or elder, who presides over jirga, the tribal assemblies that decide legal conflicts and make political decisions.
"It wasn't safe for Pakistani police to get close to the border until Islamabad came out in support of the Afghan resistance against the Soviets," said a government official in Islamabad. "Things have improved since, but tensions are rising again because of the U.S. bombing campaign."
In any case, the border known as the Durand Line, drawn by the British in 1896 -- regardless of ethnic realities -- is regarded as a foreign imposition. No Afghan government, including those of King Mohammad Zahir Shah and the Taliban, has ever given permanent recognition to the Durand Line.
And due to the social upheaval and religious upsurge over the past 20 years,
many Pashtun nationalists on both sides of the border reject any notion of restoring the 87-year-old former king as the titular head of a post-Taliban government -- even if it includes some Pashtun leaders.
"The Afghan people may have 'soft corners' for Zahir Shah because Afghanistan was peaceful when he ruled, but he has no chance in the real world of Afghan politics," said Majid Khan, a Pashtun who served with Pakistan's military inside Afghanistan during the civil war.
Neither do notions of a U.S.-supported "broad-based government" in a post- Taliban Afghanistan, according to Khan. So far as Pashtuns here are concerned, he said, that is just another foreign imposition.
